There will be no or ganized filibuster against the bill un less Senator Bailey conducts one per sonally. A dozen or more speeches will be made by democratic senators against the bill and Southern senators will seek to show that the measure was framed almost entirely In the interest of eastern and New England manufac turers. They are especially indignant because cotton bagging was restored l the dutiable list. It is not believed they will delay the passage of the bill ten days. Later this afternoon Senator Cummins will report to his fellow "progressives" and will then decide what their attitude will be on the conferencif' report. A Night Riser's Raid.
