He added that if Mr. Norris wished to cut off debate he could do so. Representative Claytou made a strong speech urging that the spea ker be eliminated from the commit tee on rules. Representative Underwood, of Ala bama, said this was not a personal light on Speaker Cannon, but a fight ou the "system," which, would remove the s'peaker as leader of the house. Representative Murdock of Kansas, also insisted that the fight was on the "system." and that a change in the formation of the committee would restore to the house the powers it exercised years ago before it was placed in the hands of the speaker.
