A flood of bills descended upon the house this morning and they em braced many measures of more than usual lm porta nee. Several bills to amend the constitution made their appearance and if they nil pass they would materially change the cnarac- ter of that instrument. Judge Ewart, one of the few rejiub licans.in the house, of Henderson, cre ated a ruffle of fun by ofl'ering'a rear olutlon thanking Governor Pothier, of Rhode Island for rejecting North Carolina's repudiated bonds, and the reading of the resolution brought forth applause from the democratic members. The resolution carried a plain reference to Marion Butler and denounced the efforts of those who , have tried to traffic in these bonds as "perfidiogs". Mr. Battle introduced his bill pro vldlng for elections in any cities de- , siring to establish a commission form of government. Judge Ewart s bill to amend the constitution was read at, his '.request. It is one of the most comprehensive bills offered for this purpose and em braces several articles which it pro poses to change. It provides that the supreme court shall consist of five judges, and, three others to be ap pointed by the governor who may be assigned to bold special terms of court in any counties of the state. It provides also lor the creation of' a board of pardons. It restricts the general assembly in tho matter of granting charters and also keeps from its records a great mass of mat ter of purely local concern, .... One of the vessels was pounded to pieces by the heavy sea and despite heroic efforts of life sav ers, her entire crew vas lost. . It is believed to have numbered six men. The other. barge was in ji less ex posed position. Attempt after at tempt to launch tne surf boat by the life saving crew at Peaked Hill bar life saving station was made without avail, the tremendous surf driving the boat back on the beach again and again.
