V THOMAS A. WORD. Raleigh, Dec. 3, iSo. THE ANSWER TO THE PRESIDENT'S SPEECH, Agreed to by the Houfc of Reprcfentatircs ef the United States on the 26th ult. To JOHN ADAMS, 1 Prefideat of the United States. SIR, The Houfe of Reprefentatives have received with great refpeel the communication which you have been pleafed to make to the two , .."Houfes of Congrefs, at the com mencement of the prefent fefhon. , The final eflablilhment of the Seat of National Government, which has how taken place within the Di Ariel of Columbia, is anvent of no fmall importance in the political tranf- alions of our country : And we cordially unite our wilnes witn yours, that this territory may be the reticence of Happinefs and Virtue. Nor can we, on this occafion, omit to exprefs a hope, that the r lpirit wnicn animated the great founder of this city, may defcend to future generations, and that the Wifdom, magnanimity and fleadi nefs which marked the events of his . public life, may be imitated in all fiicceeding ages. A confederation of thofe powers which have been vefted in Congrefs aver the Diftril of Columbia, will not efcape our attention ; nor fhall r .we forget, thdt in exercifi ng thefe ; powers, a regard mud be had to thofe events, which will neceflarily attend the capital of America. i The cheerfulnefs and regularity with which the officers and foldiers of the temporary army have return ed to the condition of private citi zens, is a teflimony clear and con clufive of the purity of thofe mo tives which7 induced them to en gage 'in the public fervice; and will remain a proof, on all futuie.oc caflons, that an army of foldiers, fawn from the citizens of our country, defcrvc -.'our confidence Qd icfpet. . . i No fubjecl can be more impor- wnt than that bf the Judiciary,! uicn you uave igain rccommcnu ed to our confideration, and it fhall receive our early and deli berate .attention. j. The Conftitiition of the United States having confided the manage ment 01 our toreign negpciations to i the controul of the Executive PQWr we cheerfully fubmit to its decifions on this important fubject. AiiS in refpe to the negociations ,rjow pending with France,' we fiq- .ereiy hopetbatthe final retultmay prove as fortunate to our country, ai the moft ardent mind can wifh. I So long as a predatory war is 1 1 tF r cirned pn again Ik our commerce, ;tye fliould facrifice the interefls, ahd oi fa p point the? expectations of jur coriftituents; fhould we, for a mopenr, relax that fyftem of ma- riii-: oeience, wmcn nas reiuuea in Wch beneficial etiefts. ! At, this period it is confidently, believed, that few perfons can be found within the ijnited States j who do not admit, thai a navy well orga nized, mud eonflitute the natural and efficient defence of this coun try again ft all foreign hoflility; The progrefs which lias been made in the manuiafture 'of arms; leaves no doubt tht the public pa tronage has already placed thib country beyond all neceflary de pehdance on foreign markets, for an article fo indifpcnfible for de fence ; and gives us- affurances, that under theencquragementwhich Government will continue to ex tend to this important obe., we ( mail foon rival foreign countries, t .... . not only in the number, but in tne quality of arms, compleated from our own manufactories. Few events could havebeen more pleafing to 0111 coriflituents, than that great and rapicrincreale of re-i venue, which has anleii from per manent taxes. Whilfl this event expjains the great and increasing resources of our country, it carries along with it a proof which cannot be refilled, that thofe meafuiesof! maritime defence, which were cal-! culated to meet our enemy upon the ocean, and which have pro duced fuch extenfive prote&ion to our commerce, were founded in wifdom and policy.. The mind mull, in our opinion, be infenfible to the plainefl truths, which can not difcern the elevated ground on which this policy has placed our country. That national fpirit, which alone could vindicate our common rights, has been roufed, and thofe , latent energies, which had' not been fully known, weie unfolded and brought into -view, and our fellow citizens vvere pre pared to meet every event, which national honour or national fecu rity could render neceflary. Nor have its effects Jbeen much lefs im portant in other refpecls. Wnih'l many of the nations of the earth, have been impoverifhed and depo pulated, by internal commotions, and national conteffs, our j internal peace has not been materially im paired our commerce has extend ed, under the protection of our in fant navy, to every part of the globe wealth has flowed without intermiflion into our feaports, and! the labours of the hufbandman have been rewarded by a ready market for the productions of the Foil. .Be allured, Sir, that the various and important fubje&s recommend ed to our confideration, fhall re ceive our early and deliberate at tention, and confident of your co operation, in every meafure which may be calculated to promote the general intereff, we lhail endeavour on our part, to teftify by our in duflry and difpatch, the leal and fincerity with which we regard the! public good.
