" Supplementary to the act,! entitled' Art slct providing: for a naval pi?aee estabhshrtenj: and for other purposes. f ' ' ! 1 6v tBe Senate and House of fcpresentatvocs of the United States of Ameri ca, Congress assembled, That .'the Presi dent of the United States he, and he is Hereby- authorised to, attach to the rna rr yard at Washigtbn, and to the frigates and other vessels laid up in ordinary in the Eastern Branchr a captain of the navy, vrfio shall have the general care and super intendance of the same ; and shall perform the dntiesof agent to the navy department, and shall be entitled to receive for his ser vices,, the pay and emoluments of a captain commanding a squadron ;on separate ser vice.
