C. :Ari Act to arnnd an act, passed at Raleigh, on thousand eight hundredand three, to raise the Jurisdiction of a single Justice of the Peac? out of court. Be it enacted by the General AJfembly of the State of North-Carotin, and it is hereby enacted by the authority of the fame, That from and after the puf fing of this act, that if any perfon, under any pretence whatever, ftikll bring a unt in any of the courts of this State, for any Turn under thirty pounds, whichis cognizable beforea fingle Justice, unlefs the principal and interest mall exceed the fum of thirty pounds, that this act may be plead in abatement thereof; any law ufagc or cuftom to the contrary notwithstanding. IJJ. And be, it further enacted, That the Conftables who hereafter may be ap pointed fhall give bond and fecurity in the fum of five hundred pounds, under the fame rules, regulations and reftriclions as are already provided by law., , w An act to revise and continue in force, the acts and clauses of acts heretofore patted, declaring certain Erirics lapsed, notwithstanding the purchase money may har been paid, in case they arc not surveyed amd returned into the Secretary' Office within a limited time. Be it enacted by the General Affembly of thi State of North-Carolina and it is hereby enacted by the authority of the fame, Th it all bona fide Entries of Jandsin this State, which have been paid for as by law directed, fhall have until the firft day of October, one thoufand eigkt Hundred and eight, to make iurveys and return them into the Secretary's OIHce. II. And be it further enacted by the authority afortfaiihoX this act ihall be in force from the ratification thereof. V An Act giving further time for regiatering grants, proving deed and mesne convey - ances. Be it enacted by ike ' General AJfembly of the State of North -Carolina, . and it is hereby enacted by the authority of the fame, That all grants for lands enter ed tinder the pre fent Government, all deeds, mefne conveyances of lands, tenements and hereditaments, not already proved and regiftered, fhall and may, within two years after the palling of this act, be admitted to registration, under the fame rules and reftriclions as heretofore ap pointed by law j and faid grants, deeds, mefne Conveyances of lands, tene ments or hereditaments, fhall be as good and valid, as if they had been re giftered, within the time heretofore allowed by law; any law, usage or cuf torn to the contrary notwithftanding. v An Act to revive, amen4 and continue in force, certain acti for ceding to the United . 5tates, the lands therein mentioned. WHEREAS the times limited by the acts of ohethoufand feven hundred and ninety-four, and one thouf and feven hundred and ninety-eight for erecting Fortifications on the lands thereby ceded, are expired ; and the General Government is proceeding without delay to finifha Fort on Cape Fear River, upon the public ground laid off agreeably to law, by the Com miflioners of Smithville : BE it enacted by the General Affembly of the State of North-Caroling and it, is hereby enacted by the avthorily of the same, That the ground lb laid off By the faid Commiflioners, fhall continue to be, and the fame is hereby ceded to the United States of America, with the eAclufive jurifdiction, except as is hereinafter excepted, of what is occupied by the Fort and works, Upon condition, that the F ort now building fhall be compleated on or before the firft day of .January, one thoufand eight hundred and fix. And whereas alfo, it is expedient that ihe Government of the United States' fhould be encouraged to fortify the ports or harbour of this State, at the ge neral expence : . II. Be it -furtheri enacted, That in.cafe of purchafe from a citizen or citi zens thereof by the National Government, of any points, head-lands or iflandj, which may be deemed necefTary for the defence of any River or Harbour in the State, that the faid points, headlands or islands, with the exclufive ju rifdiction thereof except as is hereinafter excepted, be and the fame is or are hereby ceded to the United States of America, on condition that Fortifi cations be erected on fuch places, within three years from the time of the purchafe, and be continued and kept up forever thereafter, for the public ufe and defence ; and that the quantity of ground in each cafe fhall not exceed five acres, III. And be it further enacted, ' That no ceffi on herein made fhall be fo conftrued as to prevent any officer of the State from ferVing procefs or le. vying executions agreeably to the laws thereof, within the limits ceded by, or in purfuance of this act, to the United States, in the fame manner, and jlo the fame effect, as if the fame was never paffed.
