Vol. VI I. i Public Treasurer's Report, To the Honorable the General AlTembly oF North-Carolina. GENTLEMEN, THE receipts of the Public Treasury of North-Carolina, from the flrrtdav of November, 1804, to the first day of November, 1805, in rludinff arrearages, the public taxes ofevery description, and the cotton Jm rax amount to twenty-five thousand three hundred and twenty-two funds', ten shillings and seven-pence (25,322 10 7) : Tbis sum, when nddedto the balance remaining in the Treasury on the first day of No vember 1804, to-wit, to fifty-six thousand and thirteen pounds seven Uines r 56 013 7 0) as reported to the last General Assembly, UesV agVe amount of eighty-one thoUS-dn thirtv-five pounds, seventeen shillmgs and seven-pence (81,335 17 7.) Out' of this aggregate orast mentioned sum,. - Disbursements have been made within the period first above mentioned including the mo ney burnt by the last Assembly, the stocks of the funds of the United States purchased for the use of this State, pursuant to a resolution of the Lecislature, of December last, and the sum paid m obedience to the act of Assembly, entitled " An act to relieve certam of the inha bitants of Mecklenburg county, and other citizens of this State, to the amount of thirtv-eight thousand four hundred and eighteen pounds three shillings and six-penre (38,418 3) the vouchers for all which are delivered ovtr to the Comptroller, and are held ready for the inspec tion of the Committee of Finance. Deduct this expenditure or disbursement from the aggregate amount "above mentioned, and a balance of forty-two thousand nine bmidred and seventeen pounds, fourteen shillings and one penny (42,917 14 1) is left in the Public Treasury on the first day of November last, ay on the first day of November, 1805, yet to be accounted for. The most worn of the bills form-ng this balance or remainder, will be selected and held in readiness to be burnt, in case the Legislature shall thin it advisable to destroy them, and shall so direct. Th trfmj nt the Treasurv for Lands entered and paid for, amount from the first day of November, 1804, to the first day of November, 1805, to the sum of three thousand three, hundred and thirty-one pounds eight shil'ings and eight-pence (3,331 8 8). This amount is covered by Certificates and other vouchers, and does not therefore affect the re sult of the Public Treasurer's general Account, the balance of which is as above stated. . In compliance, with the standing directions of the Legislature, I for warded on the"8th day of the present month, to Mr. Simpson, Cashier of the Bank of the .United States, the first moieties of three thousand four hundred and ninety dollars (3,490), received on account of the interest and reimbursement of the Stocks of the funds of the United States, standing on the books of the Commissioner of Loans for North Carolina, to the credit of this State ; and on the 14th current, I for warded to him the second and remaining moieties of the same bills or notes, with directions that they should be invested in Eight or Three per cent. Stocks for the use of North-Carolina. This remittance should have been made at a more early day, out for the difficulty of procuring iBank rvotes, and the interruption oi ousiness generally ui r iuiAucipiui (where all purchases of this kind have been, heretofore made for the State) occasioned by the prevalence of the late fever at that place. Pursuant to the resolution of the last' Assembly, making an appropri ation of the surplus monies in the Public Treasury, I. have purchased, with a part of the said monies, thirty-eight dollars ninety -seven cents ot unredeemed old Six per cent. Stock, at the rate of ninety-two and a half percent: Four thousand five hundred and ninety-seven dollars, sixty nine cents, of the like unredeemed six per cent. Stock, at the rate of ninety-two per cent : Twenty-four dollars twenty cents of unredeemed Six per cent, deferred Stock, at ninetytwo and a half per cent : Two thousand eight hundred and eighty-nine dollars ninety-three cents, of the like unredeemed Six per cent, deferred Stock, at the rate of ninety two per ceut : Five thousand and eighty-seven do'lars seventy-two cenrs of Three per cent. Stock, at the rate of fifty-seven per cent : Three thousand eight hundred and eighty-four dollars seven cents, of the like Three per cent. Stock, at the rate of fifty-six. and a half per cent. In;'" From the foregoing fejiilappear, that the Expenditures at the Trea ury, from Nov.n-;;804 to November 1805. reduced the balance reported to the last Assembly, to seventeen thousand five hundred and ninety-five ;pounds, three 'shillings and six-pence (17,595 3 6). Counting, feovrever, on the probable product of the taxes of the present and each succeeding year, as bting commensurate to the ordinary ex pen ces of' Government, I have lately procured, with part of the last mentioned balance, more Bank Notes ; and shall go onto procure others as fast as practicable, to be likewise invested in Stock for the seof the State, to an amount not exceeding this surplus or balance Wpless the Legislature shall think proper otherwise to direct. ' Agreeably to ' the-provisions of the act of last Assembly, he rein before recitecl, the Treasurer of the University of North-Carolina has trans ferred to me, as Public Treasurer and in trust for the use of the State, the following Stocks, viz. One thousand and ninely dollars' fifty-five ccnts, of unredeemed Six per cent. Stock : Also, six hundred and seventy-seven dollars eight cents, of unredeemed Six per cent, deferred Stock each at the rate of ninety -two and a half per cent : Together v'ith six thousand nine hundred and ninety-eight dollars ninety-one cents, of Three per cent. Stock, at the Tate of fifty-seven per cent : Amounting in the whole, and at those rates, to two thousand nine hun ( red and sixty-six pounds, thirteen shillings and ten-pence, North-Carolina money (2,966 13 10). o For the further information of the Legislature with respect to the tocks of the funds of the United States held by this State, two Ab $tracts, or Statements, are herewith submitted, which will shew, at r.e view, the amount of each species of Stock belonging to the St:;te, ,,rd forming this trrowincr fund ; together with the means through which In the course of the late summer, the model of the Cotton-Gin, fur nished for the use of this State by Mr. Whitney of Connecticut, was brought to this place, and is deposited in the Room adjoining the Se nate Chamber, to the end it may be safely kept until the Legislature shall think proper to direct the manner in which it shall be disposed of. " The Resolutions cfthe last Assembly, directing the Treasurer to cause the State-House to be painted to procure a Bell for the use of the Legislature and to sell the one formerly had for that purpose, have been acted on 'ri part : The State-House has been painted, and a new Bell has been procured ; but the one formerly had remains on hand for the want of a purchaser. It would be highly gratifying to me, were it in my power to conclude this Report in manner of the one I had the honor of submitting to the General Assembly last year, by mentioning the Sheriffs, throughout the State, as having done their duty: Unfcnunately this .is not the case, some of them having failed to account at all, and several having paid in part only. A very large majority of those officer?, however, have done their duty, and shewn themselves worthy of the appointments they fill : And it is in consideration of those, and with the view of further induc ing men like unto them to accent the Sheriffalty, that I here venture on the liberty of submitting to the Legislature,' the propriety of providing. that in luture, those Sheriffs who shall iaithiully settle and account for the public taxes, shall be entitled to receive an increased compensation as mileage, instead of the six-pence per mile at present allowed them by-law, for travelling to and from the seat of Government. Under the existing laws, a SherifTis paid six-pence per mile to defra)' his travelling expences in going to and returning from Raleigh, to account for and pay up the public taxes. Ten-pence per mile when travelling to and from the place of comparing the poll, for the election of a Mem ber of Congress ; and one shilling per mile when performing a similar service, with respect to the election of an Elector of President and Vice-President. It is not necessary to add, because it is obvious, that if there is a difference in the value of these services rendered the public by the She riffs, it must grow out of the risque and trouble attendant cn the per formance of them ; nor is it more necessary to say, that such difference will always be found to be greatest when the Sheriffs are on the road and known to be charged with the public money. A liberal and uni form compensation for the above mentioned services would not much increase the public expenditure, while it would undoubtedly be produc tive of beneficial effects. In every event, however, it is hoped and !elifcved, the motive will be admitted in apology for my having taken the liberty of thus stating this matter to the Legislature.
