Under these Impressions the citi zens. of Charleston have assembled; under, these persuasions they ad dress you the following opinions : Whatever may be the' event of this collision of certain nations, cer tain it lis that our mutual 'relation have been broken. How long this may be continued- how much in creased, is not for us to say : but from the present prospect of affairs, we propose as a measure of public utility, the promotion of Domestic Manufactures. They are calculated to lessen if net altogether relieve the inconvenience of not receiving importations from abroad, . while they will promcrte agriculture and industry at home. For this purpose we have assembled, and after inves tigating the subject in its various re lations, the following has-been the result of our enquiries : . It has been determined, that in the present crisis of public affairs, a measure of this natur$ is not only expedient but patriotic. The prae-i ticabilicy cf carrying into effect so desirable an object, is admitted. The public support is only wanting, to carry intoexecution a pianwhich has been, adopted. And we are persuaded, that when such an occasion is made known to rliL-m they will eagerly come forward to assist our endea vors. Whenever a certain sum is subscribed the institution will progress,- A suitable scite for im pelling the machinery by water or ojher power, .will be procured ; the necessary buildings and machinery 'will be erected and, the manufac tory will commence its operations. Raw materials of co.ton and wool, will be purchased by the Directors of the Company ; and coarse stuffs will be immediately manufactured. Phis, in a great measure, will make .this state independent of foreign na tions, for the articles of blankets, negro cloth and other goods, which, although uot among the elegancies, are yet among the necessaries of hu man life. From causes, which may not be immediately counteracted, the spin ning part of this .institution may not furnish a sufficiency of yarn for the number of looms in contemplation.
