Ihe title to the land sold is conveyed by the Sheriff of the. county by deed, and is on file in this office- The act directs a sale to be made on a credit of one year. No offer of a nnce near the valuation has been made. It therefore remains sub ject to your directions. Ihe President &. Directors ot the state Bank of Norlth-Carolina resolved to re ceive shares of stock in payment of debts doe from stockholders, at the rate of se verity.five per centum, and the President and Directors of the Bank ol Cape-rear a the rate of eighty per centum ; which re solutions have been approved by the Pub lie Treasurer according to the provision of the acts of the last session. The revenue officers, and particularly the Sheriffs, have been unusually prompt in accounting for, and payisg into the Treasury the amount of the Taxes for the last fiscal year, .within the time prescrib ed by law. For this extfaordinarv punc tuality and faithfulness, they deserve well of the State, aud it proves that the exist ing laws for the collection ot the revenue are ample, and only require a strict exe cution to insure, annually, the full receipt of the revenue in the Treasury. If it should be found on examination that the funds of the State, now available, will not be sufficient to meet the contin gent charges of government and the re demption of the Treasury notes, the regu lation of the State Bank, to loan sixty per centum en the share, on a pledge of stock, affords an expedient to supply such defi ciency, without an increase of taxes or diminution of such appropriations, as the true interest of the State may demand. It will appear by the monthly settle ments in the last year, the demands on the Treasury exceed at several times the funds T)n hand unappropriated. , To meet this contingency," the cash belonging to the Literary Fund was used. As no possi ble injury could arise in the exercise of this discretion, it is believed and hoped that it will meet with your approbation. The nett amount of the revenue, and the cash received thereon and from other sources, during the last fiscal year, will appear from exhibit I.
