PROCEEDINGS OP FARMERS' MASS CONVENTION. Convened at Raleigh, January 26, 1887. This body assembled in Metropol itan Hall, and was called to order promptly at 12. M. by L. L. Polk, Winston N. C. editor of the Pro ; revive Farmer. On motion, H. C. McAlister, of Cabarrus, was made temporary Chairman and S. Otho Wilson, of Wake, temporary Secre tary. Upon invitation of the chair, Rev. Dr. W. A. Nelson of the Second Baptist church, Raleigh, opened the Convention with prayer. The chair announced the Conven tion open for business, whereupon, on motion of W. II. S. Burgwyn, of Vance, a committee of five were ap pointed on credentials, namely, W. II. S. Burgwyn, of Vance, Alexander Mclver, of Orange, T. B. Lindsay, of Rockingham, I. McN. Mckay. of Harnett, and 1). R. Parker, of Ran dolph. J.T.LeGrand, of Richmond, moved that a committee consisting of five be appointed a committee on perma nent organization, and the motion was adopted. The chair announced the following as the committee: J. T. LeGrand, of Richmond, J. R. Mercer, of Edgecombe, W. M. Pick ett, of Anson, R. L. Cox, of Forsyth, T. B. Lindsay, of Rockingham. Hon. John Nichols, of Wake, after a brief complimentary speech, moved that a committee of three be ap pointed to wait on Minister Thomas J. Jarvis, and invite him to address the Convention, and the motion was unanimously adopted. The Chair appointed Hon. John Nichols, of Wake, John Robinson, of Anson and C. McDonald, of Cabarrus. The approach of Minister Jarvis was greeted with warmest applause by the large crowd which tilled the Hall and galleries. He was grace fully received and introduced by the Chairman. For nearly an hour he entertained the Convention with a speech which was characterized by sound sense, conservative sugges tions, and a loyal pride for his State and people. C. McDonald, of Cabarrus, offered the following: Resolved, That the representatives of the Press be cordially invited to attend the session of this Convention. Adopted. By D. R. Parker, of Randolph: Resolved, That the members of the General Assembly, now in session, are hereby cordially invited to seats in this Convention. Adopted. By D. McN. McKay, of Harnett: Resolved By this mass meeting ot the farmers of North Carolina, that no one shall be entitled to a vote in the pro ceedings of this convention unless his chief professional interest be that of farming. After considerable discussion the resolution was adopted. The com mittee on credentials, through its Chairman, W. H. S. LeGrand, of Richmond, pre sented its report, recommending the following gentlemen as permanent officers of the Convention : For President Elias Carr, of Edgecombe. Vice-Presidents I). R. Benbow, of Guilford and W. II. Nicholson, of Franklin. On motion the report was unani mously adopted. The chair ap pointed G. Z. French, of Pender, and Alex. Mclver, of Orange, to conduct the President to the chair. Mr. Carr spoke as follows : Gentlemen of the Farmers' Conven tion: I thank you sincerely for this distinguished honor. Unaccustomed to the duties which your kindness has imposed upon me, I beg your in dulgence and youraid jn performing them. Permit me to indulge the hope that our proceedings will be charac terized by harmony and unity, and that in all that we may do our su preme purpose will be to advance the interests of our State, by the adoption of such measures as will promote her chief interest- Agri culture. The President then declared the Convention ready for the transac tion of business. Alx. Mclver, of Orange, offered the following : Resolved, That standing committees, to consist of five each, be appointed on the following subjects, to whom shall be re ferred and without debate, all proposi tions, appertaining to these subjects res pectively, viz: Homestead, mortgage and lien laws. Commercial Fertilizers. . Constitution and By Laws and Decla ration of principles, Department of Agriculture. Industrial Education. Public roads. Immigration. On motion the resolution was adopted. By J. T. LeGrand. Resolved. That all speeches be limited to five minutes unless by special consent of the Convention. Adopted. On motion the Convention ad journed until three o'clock P. M. Afternoon Session. Jan'y 26 1887. The Convention was called to order by the President at 3 p. m. By Mr. Hobson, of Davie : Resolved. That to facilitate the busi ness of the Convention, each delegate who rises to address the chair, shall an nounce his name and county. Adopted. The President announced that he had received a telegram, with greet ing and words of encouragement from the farmers of Buncombe coun ty, assembled in county Convention in Asheville. W. B. Barbee, of Wake, moved that a committee of five be appointed to whom shall be referred all mat ters pertaining to stock and stock farming, and it was adopted. By Dr. Parker of Randolph : Resolved. That such members of this Convention as may belong to any organ ization of farmers "are requested to give their names and address, and the name of the organization, to the Secretary of this Convention Adopted. during the session. By J. T. LeGrand, of Richmond : Resolved. That the members of this Convention hereby pledge for themselves and to recommend to their brother farm ers to plant less cotton and tobacco and to raise more grass and grain. Referred to the committee on agriculture. A memorial from citizens of Vance county was read and referred to the Committee on Immigration. A resolution from Mr. Natt Atkin son, of Buncombe, relating to Immi gration was presented by L. L. Polk of Forsyth, which was read and re ferred to the Committee on Immi gration. Committee to confer with a similar committee appointed by the meeting on the 18th inst., recommend these resolu tions to the legislature and to formulate in detail a plan for an Agricultural and Mechanical College: P. McKay, of Harnett: Resolved, That The Progressive Farm- er, published by L. L. Polk, Winston, N. C, be declared the Official Organ of the North Carolina Farmers' Association and that its Editor, L. L. Polk, be ad mitted to the privileges of the floor as an honorary member of this Convention. On motion the resolution was adopted. L. L. Polk introduced the follow ing: Resolved, That a Committee of three be appointed to wait on His Excellency Governor A. M. Scales, and assure him of the pleasure it would afford this Con vention to receive His Excellency at such hour as may best suit his pleasure. Mr. E. W. , Kerr, Senator from Sampson, arose and stated .that he had been requested by Governor Scales to appear before the Conven tion and tender the assurance of the sincere regret of His Excellency that pressing engagements had called him from the city nd that in conse quence he would be deprived of the pleasure of meeting the Convention. The following was received from the Knights of Labor, in session in the city of Raleigh: " The North Carolina State Assembly sends fraternal greetings to the Farmers' Mass Convention, now in session in this city, and bids them God speed in their efforts to elevate and better the condi tion of that great band of earth's toilers. the farmers of our countrv." On motion of G. Z. French, of Pender, the Secretary of the Con vention was ordered to send an ap propriate answer in response on be half of the Convention. ' Dr. C. W. Dabney, Director of the Experiment Station, being in the Hall, on motion of Mr. Burgwyn, he was invited to address the Conven tion on the work of the Station. Dr. Dabney explained somewhat in detail the operations of his de partment and the multifarious duties imposed on him by the law. In answer to a direct question he stated that one-half to two-thirds of the time and work of the Station was devoted to work not in the line of agriculture. He believed that the Station, as well as the Department of Agriculture, should be relieved of this outside work. At five o'clock the Convention ad journed to meet at eight oVock P. M. Polk introduced the follow ing resolutions which were referred to the Committee on Agricu ture: Resolved, That the organization of the State Department of Agriculture should be placed under the control and man-'' agement of the practical farmers of the State, and should consist of a board of nine only, one from each Congressional District, each of whom shall be practi cally identified with some one of the leading industries of his district, and two-thirds of whom shall be practical farmers. The Governor shall be ex officio chairman of such board. Resolved, The Commissioner of Agri culture should have a practical knowl edge of farming, acquired by actual ex perience and training. Resolved, That the Department should be divested of all work foreign to agri culture. Its board should constitute a board of management of an Agricultural and Mechanical College. Resolved The Department should be re lieved of the burdens of making coal ex plorations, immigration, analyses of stomachs, oyster surveys, fish propaga tion, etc., and all other matters not strictlv agricultural. . ... v. ." Resolved, That for the benefit of the ' children ot farmers, we should have an Agricultural College, which should re ceive $20,000 annually of the fund of the Agricultural Department, $25,000 annu ally from the State Treasury, and $7,500 annually of the landscript fundnow ap plied to the State University, to maintain said Agricultural College. Mr. E. C. Dull, of Forsyth, Chair man of the Committee on Industrial Education submitted their report. Mr. S. O. Wilson stated that Mr. W. S. Primrose, of Raleigh, a public spirited gentleman who nad taken a deep interest in investigating this subiect, was present, and moved that he be invited to address theConven- tion. Mr. Primrose made a strong Jplea for industrial education and Vpledged a most generous aid from She city of Raleigh, should the col- lege be established here. I The report elicited a most ani mated discussion, the pivotal point n which was the recommendation hat the Land Scrip fund should be transferred from the State Univer- ity to the support of an Agricul tural and Mechanical College. Mr. Harry Skinner, of Pitt. 3Ir. Winston, Mr. J. E. Mobre, Hon. W. H. Kitchen, L. L. Polk, S. O. Wilson, Keith, J. C. Ellington, W. H. S. Burgwyn and H. A. Norris were, prominent in the discussion. . The question was put on the mo tion to adopt the report and it was carried by a- very large majority. Mr. Hobson, of Davie, moved that a committee of seven be appointed by the chair to confer with commit tees appointed by this Convention and the Convention which assembled ( Crncl uded on fourth page.'
