I had a reso lution for the good of bur, town which I will have to ask you to publish, as I did not get air opportunity of reading it in the convention of last Friday. It is to this- effect : That; the charter of Oxford be so amended that at each regular election, each elector be required to vote for a person who, in the estimation of said voter, is the 'sorriest man in iown . ' ' 1 That the man who gets the highest number of votes for this distinciion be given un til the inauguration , of the incoming Mayor and Board ot . Editor of The Day. I don't "be- lieVe" in high taxes. On the other hand- I am not enamored of high in surance rates. ! A system of waterworks for Oxford will increase taxes, but at the same time it will reduce ; insurance,; The increase and the reduction will almost if not quite balance. It is shifting the burden ' from one shoulder to the other. With - this difference : With waterworks Oxford has a chance of doubling, trebling its population anf wealth; without it the town is near tlie end of its rope. . . ; As between paying out money in a hopeless kind of way for insurance or paying it for taxes with a good chance for big returns, I prefer that ray lucre should go for taxes every time. , X. Grant. , ' The Anti-Lottery League conven tion of Louisiana has issued an address to the people of , the United States, and asks their aid iny bringing about such national legislation as will break , dbwh the power of the lottery. The Senate passed the concurrent resolution introduced by Senator Plumb a few days ago expressing the desire of Congress for the removal of the remains of General Grant from Riverside Park'to the National Arling ton cemetery.. . Raleigh News- Obseavery dated Satur day, says: - News has just been receiv ed here of the burning of Rutherford College near Connelly's Springs at 2 o'clock this morning. It is suppos ed to have caught from one of the society halls. Nothing saved. Loss in the library alone is estimated at $5,000. No insurance. The school will continue and the buildings will be replaced at an early day. Clarkson Saturday tendered his resignation of the First Assistant Post master Generalship, to take effect . September 1. He is still being urged to accept the secretaryship and the management of the . Congressional ' Campaign Committee, but has thus far declined. Clarkson told the Presi dent that he would accept the place, ardurous and thankless as he believed it to be, if he thought the force bill was to become a law, but that he did not believe it would, and so must decline to undertake what he evidently regard ed as a, hopeless task. The Henderson Gold Leaf says : At a meeting of the incorporators of the Atlantic, Henderson & Virginia Railroad Company, (the name under which ti e charter was obtained for.the purpose of building the road into Nash county) receptly held, the fol lowing officers were elected : Presi dent, J. - R. ; Young; Vice-President i Dr. J. A telegram from Chattanooga,Tenn., dated August 7, says: Thif county, which gives ordinarily about 1,000 Republican majority, has to-day elect ed the entire Democratic ticket by majorities reaching as high as 500. The change was brought about by the new registration law and the Austral ian system of ballot. Quite 60 per cent of the negro vote was lost by the Republican in consequence of these laws. .
