SUPERINTENDENT OF PRISON J. S. Mann was not Candidate for Reappointment J. R. Collie, of Louisburg, for two campaigns the secretary to the State Democratic Executive Commit tee, was appointed last week by the new board or State's prison directors as the superintendent of the prison to succeed J. S. Mann, who was not a candidate for reappointment. The other officers chosen, all of whom were recommended by Governor Bickett, follow: Chief clerk, E. F. McCullock (re appointed.) Warden, S. J. Busbee (reappoint ed.) Physician for the Central Prison and" the department of criminal in sane, Drs. Carl W. Bell and C . E . Judd. Superintendent of the State farm convict camps, Capt C. N. Christian and Capt. C. J. Wrenn (reappoint ed.) Physician for the State farm con vict camps, Dr. F, M. Register (tem porarily reappointed.) The directors went into the prison affairs generally and set on foot plans for putting into effect as speedily as possible the changes in the prison management that are pre scribed in the Turner act for person reform passed by the recent Legisla ture. Chairman H. B. Varner is the only member of the new board whc held over from the board of the Craig Administration. The other members are A. E. Smith, Mount Airy; A. B. Armstrong, Gaston; W M. Sanders, Johnston; B. F. Shel ton, Edgecombe. Eight miners are known to have been killed, their bodies having beer recovered, and five others are miss ling as a result of two explosions which wrecked the interior of mine No. 1 of the Henderson Coal Com pany, near Connonsburg, Pa. - Mr. Warren H. Booker of the State Board of Health states, that figure show that North Carolina is givinf more attention to its water supplier and thus safeguarding the people's health, than any other state now having a water system. E-71 ILLITERATE USE 5,000 WORDS Persons of Fair Education Have Ten Times as Large Vocabulary; (New York Times) The Chautauqua Magazine said a few years ago: "It is estimated that an English farmhand has a vocabu lary limited to 300 words. An Ameri can workman who reads the news papers may command from 700 to 1,000 words. Five thousand is a large number, even for an educated reader or speaker." This differs considerably from the statement published in a recently compiled that "it has been reckoned that the agricultural laborer uses about 1, 500 words, but this. is probably an overestimate. Intelligent artisans have a vocabulary of 4,000 words, while educated person are familiar with , if they do not use, 8,000 to 10,000 words." This is a step for ward all along the line, but it is a long distance from Dr. Joseph Jacobs' discoveries. In a recent re view Doctor aJcobs said "that the average well-educated American or Englishman can control from 30,000 to 35,000 words." ; But given an in dividualwith a vocabulary of 10,000 primitive words, it is a simple mat ter for him to increase in stock of word by the use of prefixes and suf fixes. From four to six derivatives may be formed by the use of these from nearly every primitive word. It proper names be added to either of these totals (40,000 to 60,000), they might yield a total of 50,000 to 70, 000 terms. The foregoing facts seem to war rant these general conclusions: Every well-read person of fair ability and education will be able to define or to understand as used nearly or quitefi perhaps, more than 50,000 words.- And the same person in con versation and writing will command not fewer than 15,000 to 20,000, and can add 5,000 to 10,000 to these numbers if he be literarily inclined. The plain people, as Lincoln liked to call them, used or read' understand ing from 5,000 to 10,000 words, according to their general intelli gence and conversational power, while a person who cannot read, but who 'has a good degree of native ability, will command about 5,000. CLUB WOMEN TO DURHAM Seynote of Federation's Program Will Be "Preparedness Through Efficiency" Official announcement is made of the annual meeting of the North Car olina Federation of Women's Clubs in Durham May 1st through the 1th. The Federation will be the guests of the Durham Civic League, of which Mrs. T. D. Jones is, until pril, the president. Mrs. C. Gilbert Vhite is the chairman of the pro gram committee and Mrs. I. J. Hill, chairman of hospitality. The Chamber of Commerce joined zith the Civic League in the invita ion to Durham and the men of the lity are co-operating with the ladies n plans for entertaining the visi tors. The sessions of the convention vill be held in the beautiful admin stration hall of Trinity college, vhich has been generously offered or the purpose by President Few. Although this meeting will have a cholarly setting being held in one of he State's foremost seats of learn ng, the program is distinctly prac tical, the keynote being: "Prepared ness through Efficiency." THE SALARY QUESTION Facts and Figures About the Munici pality of Durham (Durham Herald. 1 The question f salaries should not be the prime consideration in the choice of the form of government for Durham, for a cheap government is likely to be just that a cheap gov ernment a costly government at any price. If cheapness is the thing the city desires in handling munici pal affairs it will be better to keep the present form. It may be well, however, to call attention to the dif ferences in the prices of the various forms of government as provided un der, the new municipal bill, one of three of which plans Durham will adopt in an election sometime next month. The figures in the commission form plan are those provided in the bill, the persumption being that good men can't be secured to give their full time to the work for less than that amount. The figures for the mem bers of the city council in the city manager plan is the limit which can be paid for such work, and the same statement applies to the salary of the mayor.
