Dr. Carroii said, "our ieaders have not confused nor have they mflamed the minds and emotions of the people." He aiso said no responsible" person in the state has made a statement or committeed an act that he had to retract or regret later. "Instead, our governors, legisla tors. attorneys general, advisory commission members, educators, schooi boatds. newspapermen and others have consciously striven to ! cieate and sustain an atmosphere in which peopie can think clearly and act intelligently. "This procedure is characteristic of the manner in which North Car olinians have always approached grave problems and decisions. It is this approach that causes many people elsewhere to look to us for ] guidance." ; Dr. Carroll also said it was in I "this calm setting" that the state's ! brief was prepared for the Supi erne } Court. which must still set up the machinery to carry out its desegre gation order of last May 17. Atty. Gen. Harry McMullan and his staff of assistants prepared North Carolina's brief and Dr. Car roll said it is viewed as a model " for other states. He said the Insti tute of Government's legal analy sis of the problem and the Gover nor's Advisory Committee's work had been helpful in the state in its approach. "All of these events are integral parts of North Carolina's pian to preserve the public school system, respect community attitudes, and solve properly the manifold social, legal and eot.omic aspects of the perplexing problem." he said. He added that "under the calm and stable leadership of Gov. Hod ges and the general assemblies of the year's ahead, I am confident that this state will resolve the is sue of segregation to the satisfac tion of all who genuinely want it resolved."
