Dement Soil Tests Are Beneficial Says Chairman Morgan "Have crops on your farm been making top yields?" asks C V Morgan, county extension chair man. If not, you will want to ex amine your entire production pro gram and see where improvements can be made. Top yields require the right kind and amounts of fertilizer —and maybe time. Since it is not possible to took at a soil and see what deficiencies exist, soil tests provide information useful in de ciding if fertilizaton practices have been adequate and what changes are needed. The plant food requirements of a crop can be supplied by fertilizer broadcast before planting, at plant ing and topdressed or sidedressed after the crop is established. For example, soils low in phosphorus may need broadcast applications of phosphates in addition to normal fertiiization, if top yields are to be produced. Similar conditions may be encountered with potassium. But, sidedressing or topdressing the potassium fertilizer near the time when the crop has its highest re quirement for the nutrient may be desirable, especially on sandy soils These soils usually have a low capacity to hold potassium against ieaching. Most soils are low in nitrogen un less planted to a legume crop. The average soil also has a low capacity to hold nitrogen against leaching. Therefore, the accepted practice is to have seme nitrogen in the fertilizer used at planting time and to apply the remainder needed in one or more applications. How ever, potassium and nitrogen ap plied ahead of planting have been satisfactory on soils medium to high hr clay. Soil tests information provides a guide for adjusting fer tilization practices to insure that the crop has an adequate supply of available plant foods at a time when they are needed. A condition essential for top yields says Mor gan. Dr. Lyons Heard By Oxford Unit NCTA A strong program of teaching at the local ievei was advocated by Dr. Charles A. Lyons, Jr., in an ad dress before the Oxford City Unit of North Carolina Teachers Asso ciation Monday at Mary Potter School. Dr. Lyon is executive secretary of the North Carolina Teachers Asso ciation. He stated teachers should have "positive objectives at the io cai as weii as at state levels." He was presented by F. D. NORTH CAROLINA: BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF THE CITY OF OXFORD. NORTH CAROLINA: SECTION 1. MANUFACTURE. SALP AND USE OF PYROTECH NICS PROHIBITED; PUBLIC EXHIBITIONS PERMITTED; COMMON CARRIERS NOT AF FECTED. It shall be unlawful for nt:y individual, firm, partnership, or corporation to manufacture, pur chase, sell, deal in, transport, possess, receive, advertise, use or caused to be discharged any pyro technics of any description what soever within the City of Oxford, North Carolina: provided, how ever, that it shall be permissible for pyrotechnics to be exhibited, used or discharged at public exhi bition, such as fairs, carnivals, shows of all descriptions and pub lic cetebration; provided, further, that the use of said pyrotechnics in connection with public exhibi tions, such as fairs, carnivals, shows of all descriptions and pub lic celebrations, shali be under sup ervision of experts who have pre viously secured written authority from the Board of Commissioners cf the City of Oxford, North Caro lina; provided, further, that it shail not be unlawful for a common carrier to receive, transport, and deliver pyrotechnics in the regular course of its business. SECTION 2. POSSESSION PRI MA FACIE EVIDENCE OF VIOLA TION. Possession of pyrotechnics by any person, for any purposes other than those permitted under this ordinance, shall be prima facie evidence that such pyrotech nics are kept for the purpose of be tng manufactured, soid, bartered, exchanged, given away, received, furnished, otherwise, disposed of, or used in vioiation of the provi sions of this ordinance. SECTION 3. PERMITS FOR USE AT PUBLIC EXHIBITIONS. Far the purpose of enforcing the provisions of this ordinance, the Board of Commissioners of Oxford, North Caroiina, are hereby em powered and authorized to issue permits for use in connection with the conduct of pubiic exhibition, such as fairs, carnivals, shows of aii descriptions and pubiic exhibi tions, but oniy after satisfactory evidence is produced to the effect that said pyrotechnics wiii be used for the aforementioned purposes and none other. SECTION 4. PYROTECHNICS DEFINED: EXCEPTIONS. For the proper construction of the provision of this ordinance, "pyrotechnics," is herein used, shah be deemed to be and inciude any and all kinds of fireworks, and explosives, which are used for exhibitions or amuse ment purposes; provided, however, that nothing herein contained shall prevent, the manufacture, pur chase, sale, transportation, and use of explosives or signaling flares ! used in the course of ordinary busi ! ness or industry, or shells or 'cartridges used as : firearms. This ordinance apply to the sale, use, or ; of expiosives caps design fired in toy cap pistols, that the explosive mixture expiosives caps shall not twenty-five hundredths (.26) of grain for each cap. g SECTION 5. VIOLATION MADE MISDEMEANOR. Any persons vio lating any of the provisions of this ordinance, except as otherwise specified in said ordinance, shall be guilty of a misdemeanor, and upon conviction shall be fined an amount not to exceed Fifty and no-100 ($50.00 Dollars! or imprisoned for a term not to exceed thirty (30) days, or both, in the discretion of tthe Court.
