VTilmams has iotro. duced a bill to define what .Trusts are and to prevent them from being form ed in the United States. His bill is a very excellent one. How it differs from the law already on the statute books of the United States and o! this State we eaanot say, as we have not then before us. But the provisions of his bill are I to the point. We notice that heexempts those who join organi zations to increase the price of the prpduct ot the soil from the operation of his measure. Tne farmers cannot well go into a trust. , Another bill offered by Mr. Williams is to impose a tax on all incomes over $5,000. That is a very proper measure. And Mr. Williams hits it right in providing that the larger the inoome, the higher shall be the rate of taxation. The tremendous fortunes of the pre sent day arise largely from the accre tions of enormous incomes. The great incomes which are not needed for fami ly support should be taxed at a. higher rate than moie moderate ones. "air. Williams is showing considerable activity at Washington. The Weekly cheerfully publishes not only the full text of the two bills alluded to above, but Mr. Williams' bill on free coinage.
