Although the talk-of war be tween Japan and Russia is pooh poohed at the capitals ofthete countries, it J is noticed that both powers are getting ready for a conflict as fast as possible, and Russia is trying to borrow money in every market. ' She is said to have obtained some $14,000,000 in this country for some railroad bonds, and seeks to obtain more by saying she has bought and will buy vast quanties of railway and other material from us. The more we lend her the more she will buy from us. No doubt, but there is a question how long Russia can con tinue to pay. The friendly critics assert that the money-lenders o Europe who know her condition best have positively refused to lend her more: For the curren year the deficit : is; estimated at $49,000,000. Last year it was $53,000,000. Yet the current ap propriation for military purposes is $25,000,000 more than last year, and the famine continues over a wide area.
