Chlet of Staff. ' Washington, Dec, 14. A plan for the creation of military divis ion in the United States was laid before Secretary Root today byN General Young, chief of staff. ' , It is proposed ' to organize a division of the Pacific out of the present departments of California aud the Columbia and. to include- in this division California, Ne vada, Hawaii, Washington, Ore gon, Idaho and Alaska. The di vision of the north IwillJ include the present department of the Colorado and Dakota. There wili also be a division' of the lakes with headquarters at; : Chicago,, which shall include the' depart ment of the' lakes, department of Missouri and department of Texas The Philipine archipelago will make another division. .
