'V The New York World publishes the following special dispatch from Wash ington: " There is a rumor in well-informed circles that aecretarriJ isn is so m- censed with Sickles that he has de- manded his recall, and the sudden re turn of President Grant Is believed to have some connection with this de mand of the Secretary of State There is the best authority for saying .that Sickles has exceeded his mstruc lions, and made demands upon the Spanish government which are not on - ly needlessly irritating, but are in ex press defiance of the cautions given him when he left Washington.
