THIS APPLIES TO WASHINGTON. No people can afford to neg lect even a residum of its popu lation. Many of the greatest men of our country, and of all times, have had their origin in the most untoward conditions. That community is the most far sighted and the most certain to prosper which most intelligently arid persistently strives to con vert what 1 may call, from this point of .view7, even the waste product of humanity, into usetui men and good citizens. Such a result is not produced by acci dent, any more than the waste product of the factory is made valuable and useful without study and without care. Count nothing valueless m the world about you, or in the population in your midst. President Seth Low. The above wrords from one of the greatest educators of the country and one of the foremost citizens of the Metropolis, are worthy of the serious considera tion of every thoughtful citizen of the town of Washington. No one is wise enough to foretell the future of each of the boys and girls of this town. Those who will control the thought iwd the destinies of this town fifteen years from this date may the majority of instances )me from what- may now" G 1 Considered the most lowly class of the town and yet in order to evolve them from their uresent obscurity, the light of education , must be burned into their brains and hearts or else the very forces that are smouldering in them at this time, may be turn ed into channels of waste and indolence and crime. As a com munity we owe it to these chil dren as a sacred duty that they be furnished the advantages of an elementary education abso lutely free. Is .there a citizen of this town who would design edly throw one obstacle in the way of the continuance of our system of public schools or who would decline to pay his pro portion of the burden of taxa tion for the support of these schools? If so and he has good reasons for his position, let him stuha forth and proclaim them. Remember 4 'that community is the 'most far-sighted and the moM certain to prosper which most intelligently and persis tent I v .strives to convert" the poorest ot these children into 'useful men and good citizens. ' Tins is true of every community. This, is emphatically true of this town .because this opportunity and this duty .has so long been neglected. WE NEED A REFORMATORY. We cannot refrain i from en dorsing the remarks made by Solicitor Leary before Judge Norwood Tuesday, the occasion being the consideration of the advisability of sentencing a ne gro boy convicted of larceny, 11 years of sage to the penitentiary. Mr. Leary protested and said to send a child of that age to the penitentiary was just sealing his doom lor all future time and de stroyed the last hope of refor mation That a boy of the age of 11 could not hft a thipf nf hie c i own volition or a confirmed criminal, he must be and is the I subject of the dishonest influ- ' ence by which he has been sur rounded, and to send him to the State's prison would only be a; continuation of the same. Tht only difference being his associ ations would be worse than ever. Judge Norwood heartily endors ed the well timed remarks of the Solicitor and said since he had been on the bench cases of this character were the most difficult for him to decide. If he., sen tenced a prisoner of this age to jail it would be no punishment: if he sent him to the peniten tiary it just simply meant he would be placed in the school of crime and at the end of his term would come out a graduate in stead of a reformed criminal. The Judge then remarked he would make the sentence &iA months in the penitentiary and might change it before the expi ration of the time. When we consider that crimi nal statistics show that of the number of convicts that serve out their terms in the peniten tiary and are discharged sixty -five per cent of them commit crime again and are returned, the argument that the peniten tiary is at all reformatory in character falls to the ground. And the necessity of a reforma tory where our Judges can place the amatuer and youthful class comes to the front. Had North Carolina a place of this kind this 11 year old boy, convicted of larceny, might be sent to it with the hope he would return home not only prepared by the learn ing of some trade to gain an in dependent living, but so reform ed he might mako .a useful, good citizen, but as it is, if the sen' tence of the court is carried out and JudSG ood is compell ed lls the last resort to send him to the penitentiary his doom is sealed for all time and a road from bad to worse is his path way for the future. The fact is, one of the demands of the times is and has been for sometime, North Carolina needs a reform atory in which youthful and amatuer criminals may be not only punished but reformed. The people demanded the crea tion of the reformatory from the late unlamented Legislature, the Populists promised it from the stump, and no doubt it would have been an institution in the State for good today had not the vision of pie appeared on the scene and blinded their eyes to all good.
