Aguinaido has issued orders that all for eigners must leave insurgent territory in forty-eight hours There are only a few commer cial men there, mostly English and German. Aguinaido believes that by refusing rights to non-combatants he can force their gov ernments to recognize the bel ligerency of his so-called, gov ernment, in order that they may treat for the safety '. of tbeir subjects. THEY SUE FOR PEACE. Aguinaido has finally decided to sue for the cessation of hos tilities, and has asked General Otis to name the terms of peace. General Piler sent his aides with a letter to Gen. Lawton today, requesting permission fc.r the military commission appointed by Aguinaido to pass through the American lines for the purpose of con ferring with the Philippine Commissioners. THE SAME OLD iw General Lawton referred his quest to General Otis, who re p'.id that he had no objection to a parley, and this reply was communicated to General Pilar. Otis believes it is only a scheme to gain lime. No tiuce having been grant ed, the fighting will go on as usual. iGUINALDO ACKNOWLEDGES IN ABILITY TO WJTIP US. A Filipino priest who has talked with the ;Tegal General, Treas, brought to Rev. Father McKinnon a copy of a letter written by Aguinaido to Treas asking his opinion of the ad visability of surrendering, say ing: "I fear the long warfare necessary to conquer the United States will drain the country's resources too much." A brief telegram, received'at the NaLvy Department from Ad iftirali Dewey today, said ne wouldig fhe c-uiser Boston home. The Department had adised withdrawing the Boston but the admiral wanted io keep her a while longer. His telegram today shows he has concluded to follow the de partment's advice.
