ing Days of Sixties.
Last summer I received a letter
from Mr. Phil' P.. -Price, of Alice
Texas, informing ; me that a company
Confederate Hag on which was in
scribed "Warren Guards Victory or
Death" which was captured in 1864
by Captain O. H. Howland, Company
X Third Ohio Volunteers Calvary, had
been turned over to the John B. Hood
Camp of Confederate Veterans at Uus-
tin, Texas. ' ' - '. -
The captors of the flag stated that
the company was not captured with
the flag, but that it 'was- taken from
a captured Confederate army wagon.
This information greatly interested
me, as the "Warren Guards" was one
of the two companies which marched
away from Warrenton- on Saturday
morning, April 20th, 1881, to join the
army of the South. .1 enquired of
the older people but could find only
one who remembered the presentation
of a nag, Mrs. Sallie Miles, who was
a little girl in 1861, remembered that
a flag had been presented to the "War
ren Guards" and that Miss Lalla Fitta,
a most beautiful young lady, made the
presentation address and the flag was
received in behalf of the Company
by Captain B. O. Wade of the "Wai
ren Guards." It is not surprising
that I could, only find one person who
remembered this incident; for there
are very few persons living here who
were here in 1861.
I then communicated with the sur
vivors of the Guards, but fifty-sir.
years is a long time, and there are
very few of the boys who marched
away that April morning stil! living.
Finally, I obtained from Judge Wai
ter A. Montgomery, a member of the
Guards, now of Raleigh ,-N.C, the fol
lowing information with.refrencetQ
the presentation of the flags.
There were two Varren county
companies that left Warrenton on
April 20th, 1861 to' serve in the Con
federate Army, namely, "The Rifles"
and "The Warren Guards." A. flag
was presented to each of these com
panies. These were made by ' ladies
of the town and county, and were of
the type of the first Confederate Flag
"The Stars and Bars." The flag ;o
"The Eifles" was presented in Eman
uel Episcopal church by a Miss Plum
mer, and it was received in behalf of
the company by Captain Thomas -L.
Jones. "The Warren Rifles" had been
in existence several years before the
war as a Calvary company. It had
been cerefully drilled by its commarid
er, Captain Thomas L. Jones, a grad
uate of Albemarle Military Institute.
Virginia.
"The Rifles" as a calvary company
had frequent drills and parades in
Warrenton. It went into the army
and served throughout the war as an
Infantry company; first in the Second
Regiment, which at the re-organization
of the regiments became tho
Twelfth North Carolina Regiment.
The above information with reference
to the presentation of the flag to "Ine
Rifles" has first been obtained from
the Captain of the company, Captain
Thomas L. Jones, of Henderson.
Continuing with the information re
ceived from Judge Montgomery. The
"Warren Guards" was organized as an
Infantry company, became a part of
the Second Regiment which after the
re-organization was known as the
Twelfth, and with this gallant regi
ment the Guards served until he close,
of the war.
The flag to the "Warren Guards"'
was presented in the auditorium of
Warrention Collegiate Institute by
Miss Lalla Fitts-and it was received

pany to Norfolk, where the Company

The Local Board has been busy
mailing out Questionnaires in the one-
twentieth allottments prescribed. Thir
teen hundred and fifty nine had been
mailed out by today.
The efforts of the Local Board are
hampered to a great extent on account
of the inaccuracy; of over forty per
cent of the Questionnaires returned.
The Board, however, is progressing
with its work and classification is underway.-'

; In this connection the Local Board
authorizes the following: "When a
Registrant receives notification of the
Class in which he has leen placed, it
is not necessary for him to report to
his Local Board." ,
There has been some misunderstand
ing about this and a number of people
have gone to the trouble to come here
upon receipt of this card. If for any
reason any registrant wants to make
an appeal for a different classification
then it is necessary to appear before
the Board. In any other event, it iz
useless to appear.

ports that have reached it from tw
counties in the State the Food Ad
ministration has instructed all Coun
ty Food Administrators to investigate
and report promptly any evidences of
hoarding of foodstuffs.. Reports that
have been investigated- so far were
found to have originated as the result
of the practice of some farmers in the
two counties mentioned of purchasing
most of their food supplies in larg:
quantities after marketing their crops.
Even this practice," where it has been
the custom "for .years, cannot be toil -erated
under "present conditions.
Consumers of food commodities as
well as dealers are subject to the pro
visions of the Food Control Law, sec
tion 6 of which provides that any nec
essary shall be doomed to be hoarded
when held, contracted or arranged for,
by any person in excess of his reason
ably requirements for a reasonable
time. The penalty for violation of
this provision is a fine of $5000 or two
years imprisonment, or both, and U
addition, the commodity hoarded i
subject to confiscation.
Large Purchases Inexcusable.
State Food Administrator Henry A.
Page points out that there is abso
lutely no excuse for' purchasing food
stuffs, because (1) prices have beeu
stabilized and are no more apt to ad
vance than they are to decline, and (2)
the Food Administration's first con
cern is to supply our own people wita
foodstuffs and it will not permit the
exportation of such an amount of any
commodity as will endanger the sup
ply necessary for home consumption.
The great injury that would be work
ed- jhfci .practiarU . clearly "pointed1
out as follows:
(1) It would add to the burden of
the railroads, which are already
strained to the breaking point.
(2) It would tend to advance price
and thereby work an injustice to ali
consumers of foodstuffs.
(3) It wonld deprive our own sol
diers', the soldiers of our Allies, the
civilian population of our Allies anu
"o the hundreds of thousands of starv
ing women and children in Europe, of
foodstuffs which are needed not oni;
to help win the war but to save innu
cent people from actual and certain
starvation.
In the face of these facts Food Ad
ministrator Page doe3 riot hesitate to
vigorously denounce any person who
has an inclination toward hoarding
as selfish and unpatriotic to an extent
that is approaching the traitoroue.
Mr. Page does not believe there will
'be any hoarding in North Carolina,
but if there are those, who are selfish
and unpatriotic and foolish enough to
attempt it they will be dealt with
promptly and vigorously.
