Prospective supplies of cot ton for the 1961-62 marketing year are estimated at 21 mil-! lion running bales, including an August 1. 1961, carryover of almost seven million bales, 1961 crop of 14.2 millon bales and estimated imports of 50, XX) bales. The "normal sup oly" figure of 186 bales in rluded estimated domestic eon i iumption of 8.6 million bales ind exports of 5.7 million >ales, plus a 30 per cent "car ryover" reserve of 4.3 million >ales. Thus the prospective otal for 1961-62 exceeds the lormal supply by about 2.5 nillion bales, and quotas had, o be proclaimed for the 19621 rop of cotton. Marketing quotas operate , hrough acreage allotments. A J rower who exceeds the cotton [acreage allotment for bis farm, under a cotton marketing quota program will be subject to a marketing quota penalty of SO per cent of parity on the farm's excess produc tion. Growers who do not ex ceed their cotton allotments may market free of penalty all of the 1062 cotton production from their farms. With a marketing quota program, price support to eligible grow ers will be at a level between 65 and 90 per cent of parity. Without a quota program, sup port will drop to 50 per cent of parity.
