The purpose of requiring certain standards in the con struction of streets, Turner said, is to meet the require ments^ of the state highway commission in order that the department may take over the maintenance of streets when a division has been built up to the minimum requirements of the state, which is 5 persons to the mile. Another reason for the street requirements is for uniformity of a system so that adjoining subdivisions may be connected by a highway or streets. Minimum requirements are for streets or roads are [that they must have a 60-foot right-of-way,, be 28 feet wide, and have a good base of crush ed rock and or topsoil. Turner said that street main tenance should be of great concern to those who bought lots in a subdivision, as some one must keep up the streets He said that while sub-dividers are required to lay off streets according to regulations the> are not required to maintain them. For this reason, Turnei said, it is imperative that thej meet requirements of the State Highway Commission. Turner said that there is nothing in the regulations that would keep a property ownei from selling a lot, or parcel ot land, to an individual, and that the regulations only covered those developers of subdivis ions who sold their lots frorr a map. He admitted that this would cause some confusion but said that it could not be helped. He said that the pur pose of the regulations, effec tive over the entire county was to regulate authentic sub division regulations. Present at the meeting and recognized by Llmer was Horace M. Johnson, chairman of the Meclenburg County, Va., Planning Board. He endorsed orderly planning of the reser voir. Marvin Newsom, chairman of the Warren County Planning Board, pointed out the poten tial value of Gaston reservoir to Warren County, which, hej said, had been described to. him by an engineer as poten-| tially the best lake in the eastern part of the United' States. He said that if the res-| ervoir is properly developed i that it could mean the great est hope for development that the county has ever experienc ed, and that it is expected that many citizens from other states would build homes on the lake, thus increasing the tax base: for the county. But, he said, it is not likely that persons I from other states would be en j couraged to buy lots and build [-homes unless and until there is I some orderly plans for the I lake's development. Hal Connell. contractor, and : promoter of a subdivision in j North Warrcnton a few years ' ago, voiced a discordant note i at the hearing, when he said that he opposed the subdivision j regulations, principally on the grounds of the red tape in I volved and the added costs . which would be necessary if i requirements of the regulations j are to be met. It would mean, he said, that many poor people i would not be able to enjoy the | advantages of the lake. | On the other hand, Hugh i Holt, a member of the Board of Commissioners of the Town of Warrenton, said that his ex perience as a town commis sioner had taught him that there should be regulations for all subdivisions, as such regu lations at the beginning of such projects saved many later headaches. Dennis Rose, former mayor of Littleton, said that he own ed no land on the lake, but he favored the subdivision regula tions because he feels that the orderly and planned develop ment of the lake could mean much to the growth of the county. Jimmy Burton of Warrenton suggested that a voluntary system might be tried before the adoption of any regulations. W. R. Drake, insurance exe cutive and Mayor of Macon, II spoke in favor of the adoption -1 of the regulations as the most \' feasible way to obtain the max s [ imum benefits from the Gas ton Lake. A number of others present, when called upon by Limer for expressions of opinions upon he adoption of the regulations, laid they came to find out ibout the regulations and had jt 'ormed no opinions, stressed c he need lor citizens making heir views known concerning v he adoption of the regulations. Following the discussion, Umer called for a show of lands from those favoring the idoption of the regulations, rhirteen hands were raised. iVhen Llmer called for a show >f hands of those opposing, inly one hand was raised, as ^onnell opposed. Others pres :nt expressed no opinion. Returns To Duty S/Sgt James B. King has returned to duty with the U. 5.
