a long illness. He was
brother of the late R. T. Wat
son, former president of thi
Citizens Bank of Warrenton.

Warren County in 1874. Hi
received his early schooling a

and worked briefly in the to

and Henderson. He went t(

and Young tobacco firm.

the Rocky Mount Mills, i
member of the School Boarc
of Enfield, chairman of Grouf
No. 2 of the North Carolina
Bankers Association, and chair
man of the board of directors
of the Enfield branch of Peo
ple's Bank and Trust Company.
Mr. Watson was the last sur
viving child of the six children
of the late Lewis N. and Anna
Crichton Watson of Warren
County.
Funeral arrangements had
not been completed Thursday
morning.

Funeral services for Frank
Graham Williams, a resident
of Atlanta, Ga., were held
Sunday in Atlanta's First Pres
byterian Church. Burial was
in the church cemetery.
Mr. Williams, a native of
Warren CQunty, was the son of
the late Jonas Carr and Pat
tie Jones Williams of near
Warrenton. He was the grand
son of the late John Buxton
Williams of Warren County
He was president of the F.
G. Williams Brick Co., of At
larita. He served as first pres
ident of the Williams-Alston
Hilliard-Boddie Society and
was an honorary president.
Surviving are his wife, the
former Fanny Cook of Atlanta;
one daughter, Mrs. Virginia
Williams DeCoudre of Ponte
Verde Beach, Fla.,; two broth
ers, Harry Williams of War
renton and Mark Williams of
Rocky Mount; one sister, Mrs.
Tempe Williams Wheeless of
Rocky Mount; and two half
sisters, Mrs. B. G. Tharrington
and Mrs. John Buxton Wil
liams, both of Warrenton

Section 1. For the purpose
)f defraying the expenses of
maintaining and operating the
jublic secer system of the
Town ol Warrenton, there is
aereby levied, pursuant to the
provision of G. S. 160-249, a
sewage service charge, which
shall be paid monthly by all
persons, firms and corpora
ions using the water and / or
sewage services and facilities
>f the Town of Warrenton, as
iereinafter provided, which
rharge shall be twenty-five per
rent of the monthly water bill,
Mtsed upon the rate charged
for water to customers within
he Town of Warrenton, In all
rases in which such water cus
oroers discharge sewage into
he public aewer system, tub
ed to the exceptions set out
in Sections 3 and 4 hereof.
Section 2. The sewage ser
vice charge hereby prescribed
shall be added to each water
bill monthly and shall be pay
able at the same time the
water bill is payable.
Section 3. Water customers
of the Town of Warrenton who
discharge only a part, but not
all, of the water furnished
them through the Town water
system, may, if they so elect,
install at their own expense
meters, approved as to con
struction and installation by
?he Superintendent of the
Warrenton Water Department,
to measure the amount of
water that is used by them but
is not emptied into the Town
sewer system, and the sewage
service charge shall be based
only upon the amount of water
purchased by such customers
and emptied into the Town
sewer system, as determined
by such meters. In cases in
which such users do not elect
to install such meters, the
Board of Commissioners shall,
in each such case, determine
the method and basis for giv
ing the customers affected
credit for water purchased
from the Town and not dis
charged into the Town sewer
system
Section 4. In cases in
which users of the Town sewer
system acquire water from
sources other than the public
water supply of the Town of
Warrenton, they may, if they
so elect, install at their own
expense meters, approved as
to construction and installation
by the Superintendent of the
Warrenton Water Department,
to measure the amount of
water that is emptied by them
into the Town sewer system,
and they shall be billed month
ly for a sewage service charge
on the same basis as if said
amount of water, as determin
ed by such meters, had been
purchased from the public
water supply of the Town of
VVarrenton. In cases in which
such users do not elect to in
stall such meters, the Board
of Commissioners shall pre
scribe the method and basis
for determining, in each such
case, the charge to be made
for the use of the Town sewer
system, which charge shall be
not less than $1.00 per month.
Section 5. All funds receiv
ed by the Town from the sew
age service charge hereby pre
scribed, shall be used only for
the upkeep, repair and im
provement of the Town sewer
system, and for no other pur

shown in a separate account
on the books of the Town of
Warrenton. All funds in said
account may, from time to
time, be invested by the Board
of Commissioners in invest
ments approved by law until
such time as they may be
needed for the purposes here
inabove designated.
Section 6. The sewage ser
vice charge imposed by this
ordinance shall be effective
from and after the first day of
August, 1962, and shall be
shown on the water bills mail
ed out as of September 1,
1962.
Section 7. All ordinances or
parts of ordinances in conflict
herewith, are hereby, to the
extent of such conflict, re
pealed.

on Tuesday afternoon at Nor
lina to greet some 50 antique
automobiles which stopped at
the Norlina ball park on one
of the many stops the horse
less carriage drivers made en
route from Raleigh to Wil
liamsburg, Va. Members of
the Horseless Carriage Club of
America, the Tar Heel drivers
rolled through the Warren
County community on their
eleventh annual tour. The
many youngsters and scores of
older citizens who were on
hand to welcome the unusual
procession were treated to all
makes and vintages of auto
mobiles, driven by elaborately
dressed men and women whose
costumes furnished a link with
