Now there's a word that attracts
attention. Faces light up and
ears perk up when someone
starts talking about money com
ing in. Unfortunately, I must
write today about money going
out. Your money; tax money.
And this, too, is a pretty im
portant topic to most folks
these days.
There is a widespread feel
ing among our people that the
Federal tax structure needs
overhauling. Loopholes need
to be plugged. The tax burden
needs to be more equitably dis
tributed. And this feeling is
finding expression in the Tax
Reform Act of 1969, which has
already passed the House of
Representatives and is now In
the hands of the Senate. I have
briefly mentioned this Act be
fore in my newsletter. I would
like to discuss it in more de
tail.
The Federal Income tax has
been in effect for about 50 years
and "like Topsy, It Just grow
ed." Some tax incentives or
loopholes served a good pur
pose when first enacted, but a
reassessment is needed now.
We need to reevaluate, it is
not fair to the average Ameri
can taxpayer to pay his taxes
in full while some very high
income people pay no Income
taxes at all.
The Tax Reform Act Includ
es some 27 groups of tax pro
visions. This is a good start,
but more needs to be done. Un
der the Act as now proposed,
virtually no individual with very
high fnccme (for example, those
making $200 thousand a year
or more), will be able to es
cape payment of all taxes. A
minimum tax will be establish
ed and specific tax benefit pro
visions are reduced.
The great middle - Income
group of taxpayers (5,000 to
$15,000 tax bracket), the group
that actually foots most of the
American tax bill, will receive
tax relief of at least 5 per cent.
In addition, there will be some
simplification in tax reporting
because the size of the standard
deduction will be Increased
from $1,000 to $2,000. The
changes will be phased In grad
ually during 1970, 1971 and

At the same time, those in
the under $5,000 category will
have even greater reductions.
The under $3,000 bracket will
receive tax reductions of up to
64 per cent. in fact, very
few heads of families In this
bracket will have taxes to pay.
Since there are 27 groups of
provisions in the Act, I can
not cover them all In detail
here. So, I will simply mention
some of those of most general
interest:
?private foundations (charit
able in nature) will now have to
pay something toward the cost
of government for the first time.
They will be taxed at the rate
7-1/2 per cent on investment
Income.
?tax-exempt organizations,
including churches, will have to
pay taxes on Income they
receive from the operation of
profit-making businesses.
?unlimited charitable de
ductions will no longer be pos
sible and the limit will be set
at SO per cent of income.
? single persons over 35 will
receive a new lower tax rate,
halfway between that avail
able to married couples and
that previously available to
single persons.
?moving expense deduc
tions will be allowed for those
changing jobs. The celling will |
be set at $2,500.
?the Income averaging pro
vision of the present law will
be simplified ?*"! made more
generally available to all.
?the tax advantages of com
mercial banks relating to
special reserves for bad debts
will be withdrawn.
?the oil depletion allowance
will be decreased from 27-1/2
per cent to 20 per cent.
? The tax-exempt status of
state and municipal bonds will
be "virtually" eliminated and
the Federal Government will
offer a subsidy to local govern
ments to enable them to pay
the higher Interest rates which
will be necessary. I am fear
ful that this particular action
is going to seriously handicap
the ability of local governments
to market bonds so essential
to local progress. I hope the
Senate will delete this pro
vision.
Let me mention again that
that Act still has a long way to
go before being finally enacted
into law. The House has
passed it, but the Senate must
now act. Those who have fur
ther suggestions should get
them to the Senate right away.
Whatever Is finally done must
be done with an eye to fiscal
integrity and to fair and just
treatment of all of our people.
The average American taxpayer
wants to pay his fair share
of the cost of running and de
fending our society, but he wants
his share to be fair.
