Firemen Certified The membership of the Ridgeway Rural Volunteer Fire Department was certi fied by the Board of County Commissioners here Mon day in order that the firemen may qualify for aid under Death Benefits and Firemen's Pension Fund. Firemen certified were: Larry Alexander, Barry Alston, Philip Bender, Jr., Richard Bender, Robert Bender, Walter Bender, Herman Brauer, Charlie Dortch, Fred Dortch, Henry Dortch, Roderick Dortch, Robert Evans, Erich Hecht, Sam Hicks, Henry Holtz man, Reuben Holtzman, Nathaniel Jones, Robert Jordan, J. The commissioners ap proved an increase in insulation fee of from $5.00 to $10.00 per house for permits, and from $10.00 to $15.00 for license. R. B. Nt'son. who signs himself as Highway Promo tion Specialist, appeared before the commissioners and discussed at some length efforts to have a primary road constructed from 1-85 to 1-95 through Gaston Lake area. Before a primary road can be established, Nelson said, it is necessary that a second ary road be constructed. By widening secondary roads for only a few miles, he said, the 50 miles reqoired for a road to be designated as a primary road, would be available. He asked that the commissioners notify dis trict and state highway officials of Warren County's support of the project. The commissioners gave their endorsement to the plan. Milton Overby appeared before the board to request relief from the imposition of a fine of around $95 for late listing of his taxes. He said that he must have had some good reason for the delay, probably illness, and that it was his first and only offense. The commissioners tabled the hearing until their next meeting in order that Mrs. Janice Haynes, tax supervisor, might be present. No tax settlements are ever made by the board, Jack Harris, chairman said, unless the tax supervi sor is present. Julian Farrar, Social Services superintendent, appeared before the com missioners with Ellis Flem ing, chairman of the S. S. Board, and head of S. S. departments to discuss staffing needs. Fleming acted as spokesman. Decreases in CETA em ployees, Fleming said, has caused a shortage of help in the Department which is affecting the operation of the Agency. Loss of this source of help, has necessi tated the employment of a full time clerk, and the placing of two-part time employees on full time. An increase , in food stamps demand makes the increase essential, Supt. Farrar stated. The commissioners, while expressing sympathy for the plight of the agency pled lack of funds to meet the need. Petitioners Ask Board To Abolish Sanitary District A petition, bearing the names of more than 51 perctiit of the free holders of Soul Ciu Sanitary District ami requesting the abolishing »f the Soul City Sanitary District. was pre sented to the Board of County Commissioners at their regular meeting here Monday hv County Manag er Glenn Newsome The petition had been mailed to Newsome on Dec. 28. The commissioners are required to notify the State Department of Human Resources of its acceptance of the petition and request that a joint public hearing be held between the Warren County Commissioners and the Commission for Health Services at a time and place within the district, after being advertised once a week for four consecutive weeks in a newspaper published within the County of Warren, and a copy of which shall be posted on the Courthouse door. . After the hearing, should the Commission for Health Services and the County Commissioners deem it advisable to comply with the petition, the Commis sion of Health Services will draft a resolution to that effect and the District will be dissolved and the Sanitary District will con vey all of its assets and its liabilities to the County of Warren At the same meeting the commissioners passed a Loan Resolution allowing the County to incur indebt edness by extending the Educational Authority to serve the consolidated high school This was a require ment of the approval of a $2 25 loan for the ✓ completion of the high school from the Farmers Home Administration Also signed by the commissioners as a re quirement for obtaining the loan was a non-discrimina tion and an equal employ ment agreement be incor porated into building con tracts. Board Agrees To Receive Written Agriculture Reports The Warren County Commissioners, at their regular January meeting here Monday morning, granted a request of L. C. Cooper. Extension chairman, that the regular monthly Extension reports be made in writing instead of orally, except in cases where there must be discussion with the board... Cooper pointed out that not only would the change in Town Board Seeks To Collect Taxes Norlina commissioners unanimously agreed Mon day night to begin legal action against persons with delinquent municipal taxes. The Board of Town Commissioners agreed to the move after hearing of the difficulty now being experienced over the collec tion of unpaid town taxes. Commissioners instruct ed attorney A1 Thompson to begin tax suits as soon as Town Clerk Mrs. Mae Gums can put together a list qf delinquent taxpayers. Members of the board also agreed to meet at a later date to fashion job descriptions for town em ployees. The board mem bers sdid that some super vision is needed for town employees since Norlina does not l.ave a town manager, or anyone to supervise work in the town. Board members talked of the advisability of meeting monthly to assist employees in mapping their work. In other action taken during the routine session, commissioners authorized a raise of $35 per month for town employee Wayne Aycock, who appeared before the board requesting more money. policy save time of both the commissioners and the Agricultural Department, but would tend to reduce any misunderstandings. The commissioners agreed with the agent's views and voted unanimously for the change in policy. The Extension Chairman announced that Mrs. Sandra Rivers, a native of Orange County, had been employed as a clerk in the Extension office. He also told the commissioners of a series of workshops on "Wood In Home Construction" to be held by the Extension Departments of Warren, Vance, Granville and Franklin Counties in cooperation with the Ken Lake Home Builders Association,., the N. C. Extension Service and N. C. State University. The meetings will be held at State University for five Mondays, beginning on January 21. Cooper was attended to the meeting by Billy Locke, district Extension Forester. Frank Twitty, Dog Warden, reported that during December he had picked up 75 dogs, killed 52, and gave away 23. He said he had received 91 complaints during the month and travelled 1899.8 miles. Miss Susan C. Wilson, tax collector, reported that taxes collected in December totalled $570,201.01, bringing total collections for the fiscal year to $1,063,696.34. This represents 70.37% of the levy. The commissioners reappointed Dr. Kirit Trivedi, Esther Delbridge, Mable Davis, and Essie Bell as members of the Warren County Health Board. Their terms expire in January 1980. Joseph Lennon, Health Officer, who was present when the re-appointments were made, told the commissioners that a recent audit had revealed that the WIC program was being supported by both State and County Governments. (Continued on page X) Rites Held Sunday For Ernest Turner Funeral services for Ernest Arthur Turner, chairman of the Warren County Board of Education, were held Sunday at 11 a. m. at the St. Stephen Baptist Church in Inez by the Rev. W. T. Ramey, in, pastor. Burial was in the church cemetery. Mr. Turner, 53, died unexpectedly on January 3 in North Carolina Memorial Hospital in Chapel Hill. He was the son of the late William and Queen Perry Turner and was born in Warren County on May 23, 1926. He attended A4T Univer sity after graduating from John R. Hawkins High School. He served as chair man of the Trustee Board and Sunday School treasur er of the St. Stephen Baptist Church. A veteran of the U. S. a" TURNER Navy during World War II, he served for many years as the president of the Warren County Chapter of the NAACP. He was manager and co-owner of Harris Turner Funeral Home and a member of the Board of Directors of Franklin Vanee-Warren Opportunity. A director of the Warren County Chamber of Com merce, he was vice presi dent of the Willing Workers Club of Warrenton. He had been a member of the Warren County Board of Education for eight and one-half years, and had served as chairman for the past three years. Surviving are his wife, Mrs. Dorothy C. Turner of the home; three sons, Alvin of the home, Lafayette of Durham and Anthony of Greensboro; five sisters, Mrs. Irene Alston of Warrenton, Mrs. Beaulah Daughtery of Newark, N. J.. Mrs. Arleemah Shokoor of Youngstown, Ohio, Mrs. Ada Jones of Brooklyn, N. Y. and Mrs. Tina Watson of Franklin County; two bro thers, Jethro Turner of Warrenton and William Turner of Newark, N. J.; two grandchildren and two rosier grandchildren.
