Board Gets Down To Business The first local official to take the oath of office before Superior Court Judge Robert Hobgood of Louisburg shortly after noon on Monday was Clerk of Court Richard E. Formally taking office on Monday were two members of the Warren County Board of Education, who had their wives on hand when the oaths were administered. They are Yarborough Williams, Jr. and Henry T. Pitchford (right). After calling the Warren County commissioners into session early Monday afternoon in the court house and recessing for the swearing in ceremonies before Judge Robert Hobgood of Louisburg, Chairman Jade Harris called the commissioners bade into session and announced that County Attorney Charles T. Johnson would serve as temporary chairman until after the election of a chairman and vice chairman. Whereupon Commissioner Francis Alston nominated Mrs. Eva Clayton as chairman and Harris seconded her nomination and moved that the nominations be closed. When nominations were closed, Commissioner Harris moved that the nomination be made unanimous, which was done. Mrs. Clayton moved that Commissioner George Shearin be named vice chairman and Commissioner Bill Skinner nominated Commissioner Jack Harris. Shearin was elected by a three to two vote. Mrs. Clayton then assumed the chair and the business of the board was transacted. The November minutes of the board were approved, and minutes of a Nov. 16 special meeting were amended to comply with zoning requests. Charles T. Johnson was re-appointed county attorney. Mrs. Susan W. Whitley was reappointed tax collector and finance officer, Mrs. Roberta King and Mrs. Audrey Ayscue were appointed assistant tax collectors. Mrs. Susan W. Whitley, Mrs. Eva Clayton and Jim Hundley, clerk to the board, were authorized as officials to sign checks on various Warren County funds. Depositories for various county funds were designated. Since checks for the county are made out by computer, the board passed a resolution authorizing these checks to bear the signature of Jack Harris until a computer plate of Mrs. Clayton's signature can be obtained. Mrs. Whitley, finance officer, presented the annual auditor's report at length with comments about various phases of the funds. She said that her report covered a third of the fiscal year, and that the departments were within budget limits. Mrs. Clayton asked several questions about the report with which she said she was not familiar and asked permission to visit Mrs. Whitley's office for further questioning. The request was granted. The board ordered that delinquent taxes be turned over to the county attorney for collection. Commissioner Francis Alston was appointed a member ot the Aging Advisory Council to fill the unexpired term of former commissioner Clyde Edwards. Other members were Howard Oakley, Mrs. Mary Ay cock and Walter Henderson. ed by Commissioner Harris that funds were not available in contingency fund to pay 91,000 subsidy to Warrentou to operation of wastewater treatment facilities due to delay in completing Norlina plant, and that Warrenton badly needed this check, Harris moved that the county finance officer and the county manager be instructed to see if the money may be found from other sources. This motion was adopted. A personnel request from the Department of Social Services was tabled. Members of the Warren County Fire Commission appointed were Commissioner George Shearin, Firemen Walter Gardner, Oscar Meeks and A. P. Holtzman, and William Brauer, member at large. Commissioner Francis Alston was appointed as county board member for Senior Citizens Coordinating Council, and as member of Priority Setting Committee for Aging Service. Chairman Clayton volunteered to serve as member of HealthCo directors for an indefinite term. The contract for revaluation was awarded to Carol Phelps Co. for $124,000, which price included the mapping of the lake area and the three incorporated towns. County Manager Glenn Newsome and Charles Worth of Soul City were asked to meet again and try to work out some amicable agreement about water charges made to Soul City residents. A request from AfcP Store for a tax adjustment was not considered because it had not been recommended to the board by the tax supervisor. The commissioners passed a resolution opposing water being drawn from Gaston lake to supply water for Virginia Beach, Va. and other eastern Virginia towns and cities. W. Monroe Gardner appeared before the commissioners to announce that the Warren County Industrial Commission has employed Jim Whitley as its new director. Mrs. Clayton took the opportunity to promise the support of the commissioners in seeking industry for the county. However she cautioned that promises are not enough, but success depends on the help of Warren County citizens. County Manager Newsome announced that a school for commissioners would be held on December 13-15, which the new commissioners, Chairman Eva Clayton and Commissioner Francis Alston, are to attend. Newsome also announced that the North Carolina Association of County Commissioners would meet on Dec. 15-1* Sales and use tax for October totalled $22,557.08, Newsome announced.
