- By RUSSELL RING * i • Extension Chairman Agriculturally Speaking Many Warren County tobacco fanners are late preparing plantbeds this year due to weather conditions. If went conditions continue and you are forced to import tobacco plants, there are certain requirements you need to know. The tobacco plant import regulation applies to any grower who plans to obtain plants from sources outside of North Carolina. The regulation is designed to ensure farmers that plants from other states are as free as possible from insects and diseases. Under this regulation, plants must be certified in the state of origin to meet North Carolina requirements. N.C.D.A.'s Plant Protection Section checks to see if the transplant producer is under an inspection program in his own state. If the grower is under an inspection program he is required to fumigate land and treat for blue mold. Permit applications may be obtained from the Agricultural Extension office to import plants. According to Mae Gums, Norlina town clerk, the taxes involved amount to a total of $312. The commissioners also voted to continue with Peoples Bank and Trust Company of Norlina as the town's depository and designated Mayor Bill Perry as the town's representative to the Council of Government. A committee was ap pointed by the mayor to look into the feasibility of discontinuing garbage pick-up to areas outside the town limits and a committee was also appointed to check into a town policy regarding refunds on sewer service charges when lines malfunction. Home Repair Loans Available During 1964 the Farmers Home Administration will place emphasis on housing repair and rehabilitation loans, Jim T. Nobles, county supervisor, said this week. The loans are available to low income homeowners for repair and improvements to their homes, including weatherization. "In order to qualify, the home to be repaired must be in a rural county or place with a population of 20,000 or less," Nobles said. The loans carry an interest rate of from one percent to three percent, depending upon the household income, with terms of 25 years. The maximum adjusted household income may not exceed $10,000.
