Sign-Up Period Begins
Farmers who want to bid to
enter their highly erodible crop
land into USDA's conservation
reserve program may do so
during the program's second
signup period, May 5-16.
According to Secretary of
Agriculture Richard E. Lying,
producers will be offered the op
tion to bid for conservation re
serve program contract begin
ning with either the 1986 or 1987
crop year.
For contracts which are ef
fective immediately, annual
payments will be made begin
ning October 1, 1986. Producers
cannot harvest any 1986 crop
planted on land to be placed in
the program. Any producer who
has had or will have a crop
mechanically removed from the
designated area is ineligible for
a 1986 contract.
For contracts which become
effective on October 1, 1986 or
later, producers will be allowed
to harvest their 1986 crop, and no
annual payments will be made
l>efore October 1,1987.
USDA will establish
maximum acceptable rental
rates after the end of the signup
and bid data have been evalu
ated.
Additional signup dates for the
1987 crop year will be announced
later.
For the 1986 signup, desig
nated cropland may be grazed
until the Commodity Credit Cor
poration enters into a conserva
tion reserve program contract
with the producer and notifies
him that livestock must be re
moved to comply with contract
provisions.
Land that is designated for
1987 contracts may not be grazed
after October 1,1986.
Agricultural stabilization and
conservation state committees
may re-establish pool bounda
ries for the second signup
period.
The only acreage limitation
that applies for the second sign
up is that a maximum of 25 per
cent of the cropland in a county
may be entered into the
program.
During the first signup period,
which ran March 3-15, 838,356
acres of highly erodible

servation reserve program. Ac
cepted bids ranged from $5 to $90
per acre, and the average bid
was $41.82 per acre.
