Board Discusses Site
New Middle School
Planning Is Begun
The Warren County Board of
Education Monday night took
the first steps leading toward
construction of a J7 million mid
dle school which would combine
students now taught at John
Graham Middle School in
Warrenton and Norlina Middle
School.
In an executive session called
two and a quarter hours after the
June regular session began at
administrative offices of the
school system, school board
members discussed the
acquisition of land needed for
the new facility, but took no
formal action.
Site selection, together with
choosing of a school design and
an architect, are among the first
matters to be determined by the
board, which Monday night
formally approved a contract
accepting a $2 million grant
from the Commission on School
Facility Needs.
It is receipt of these funds
which will allow school officials
to begin immediately the
groundwork needed for the new
school.
Board members discussed at
length whether to use the serv
ices of a construction manage
ment firm, four of whom have
submitted estimates of the cost
of their services. Superintendent
Mike Williams told the board that
estimates from the four firms
averaged some $300,000.
Board members were also told
that they must decide whether to
employ one architectural firm
for all three projects proposed to
be completed with monies
assured from the May 3 passage
of the school bond issue, or to
have a separate architect for
each project.
Superintendent Williams cau
tioned board members that the
matter of site selection "should
be dealt with in a strictly con
fidential manner until such time
as purchase price negotiations
are completed."
Board member Richard Rod
dy told fellow board members
that he knows a retired Mobil Oil
Company executive living on
Lake Gaston who has experience
in overseeing the construction of
multi-million-dollar projects, in
cluding refineries and off-shore
drilling facilities, who might be

Norlina Gutter Work
Wins State Approval
The State Board of Transportation has approved $50,000 for
highway work in Warren County.
The board's action will permit the widening of three lanes
and the installation of curbs and gutters on U.S. Highway 1
in Norlina.
Work will begin as soon as equipment and materials arrive
at the site.
James M. Peden, Jr., who was appointed by Governor Jim
Martin to represent Warren County on the board, said Tues
day funding for this construction and other work comes, in
part, from the "Roads to the Future" program. That program
was proposed in early 1986 by Governor Martin and partially
enacted by the General Assembly in July 1986. Last year, ad
ditional provisions of the program were approved by the
General Assembly.
'88-'89 Budget Picture
Is Still Unclear Here
By DIANE DAVIS
Staff Writer
The Warrenton Town Board
met Monday night for their
regular monthly meeting, during
which the budget for the 1988-89
fiscal year was discussed.
Mayor B. G. White indicated to
the board that figures for each
department were only tentative,
and that inspection and approval
from each department chairman
was requested before the board
could approve the proposed
budget as a whole.
Town officials in drafting the
proposed budget have counted on
the state apportioning to local
governments proceeds from the
inventory tax now collected by
the state rather than the county.
By law, counties no longer collect
inventory taxes.
Mayor White reported that the
state's decision could be a major
factor in whether or not the town
will suffer a tax increase next
year.
Mayor White also said that the
board does not expect to lose any
money in this area and final word
oil the inventory tax is expected
within the next few days.
A public hearing to examine
the proposed budget for the Town
of Warrenton for fiscal year
beginning July 1 has been set for
June 27.
In other matters before the
board:
?Mayor White reported that a
letter had been written to the
Warren County Board of Com
missioners requesting additional
funds from the county that are
necessary to make repairs and
update the equipment at the
wastewater treatment plant out
side of Warrenton.
?Town Administrator Pete
Vaughan reported that the storm
drain on Spring Street needs
repairs, and that he is waiting for
Water Superintendent Bill Neal's
assistance in the matter.
?Mayor White reported that
signs indicating a public parking
lot behind the Warrenton Post Of
fice have been ordered.
?In reference to Warrenton
Merchant's Association Presi
dent Woody King's request that
the Mikell Lynn Boutique on West
Franklin Street be given two
parking spaces, Mayor White told
the board that he notified the
state on the matter and a report
will be given soon.
After the regular meeting, the
commissioners began an ex
amination of the tentative budget
for fiscal year 1MMB.
