C. JAILS APPROVED BY U. S. North Carolina’s jail system falls far under federal standards for the safe-keeping of prisoners with only 32 jails in the 100 counties being approved by the federal Bureau of Prisons, while the unapproved un its still house thousands of North Carolina citizens each year. “Many cities maintain jails in addition to the counties,” said Dr. J. Wallace Nygard, director of the division of institutions and correc tions o fthe state Board of Chari ties and Public Welfare, after mak ing a study last month of jail con ditions, ‘‘and as a general thing, THE ZEBULON RECORD, ZEBULON, NORTH CAROLINA, FRIDAY. JULY 22,1938. conditions in the city jails are worse than those in the county units. “There are too many jails in the state/’ he said, “because the coun ties ar= not taking advantage of the legislative provision allowing two or more adjacent units to main tain district jails. “Counties with small financial resources could provide socially satisfactory institutions in district jails with a great saving of money to the taxpayers of the cooperat ing counties. “Seventy-eight thousand com mitals, many of them repeating of fenders, were made in North Caro lina jails in 1937. “About 30 percent of the jail population was serving sentence, while the rest was awaiting trial or sentence, or being held as wit nesses. “Despite a statute requiring medical examination of all prison ers within 48 hours after incarce ration, about half the jailors in North Carolina call a physician only on complaint of illness from a prisoner. “Under the present practice syphilitics, insane, tubercular, feeb le-minded, juveniles accidental of fenders and vicious criminals often are herded together, though recent ly constructed units have made other provisions. “Under the law now, plans for new jails must be approved by the state fire marshal, the sanitary en gineering division of the Board of Health, and by the Board of Chari ties and Public Welfare. “Five separate apartments must be provided with accessible toilet and bath, adequate air, light and heat, exercise space, and quarters for an attendant to be on duty at all times. “A separate juvenile section in the jail does not meet the require ments as ruled by the attorney general calling for segregation of children from adult prisoners. “Too many children are being confined in jails and there should be more cooperation between the local welfare departments and ju venile court officials in finding dis position other than jail detention for children.” God gave us two ends, one to sit o nand the other to think with. On the first occasion there were five tables. Prize for high score, a service tray with tea glasses, went to Mrs. A. V. Med lin. Mrs. M. M. Faison won bath powder for low score. Out-of town guests were Mrs. E. T. Boy ette, Mrs. J. T. Allen, Mrs. Paul Brantley of Wendell. Those at night were the mem bers of the Friendly Thirteen Club and additional guests. Club prize j went to Mrs. Raleigh Alford for high score. Miss Cabell Campen j made high score for guests. Low score prize went to Mrs. H. C. Wade. A gift was presented Mrs. Rudie Beyer of Flushing, N. Y. special guest. Others from out of town were Mrs. Ira Johnston, Mrs. Craven Broughton, Miss Marjorie Richardson, all of Wendell. WILSON PREPARES FOR FESTIVAL In preparation for the second an nual North Carolina Tobacco Ex position and Festival to be held at Wilson on August 15th through 18 officials of the affair announced yesterday that 47 girls have enter ed the contest for queen which will be one of the major attractions of the four day festivity. Mayors of some 100 towns and cities in North Carolina were is sued invitations requesting they elect a representative young lady of their town or city to attend to compete for the honor of queen, and entrants are being received as a response to these invitations. For the Governor’s luncheon on the fourth day of the festival, which will include the presence of the Hon. Clyde R.
