Dispensary points will be held throughout the entire county at centers most convenient to the greatest number of people. Call together any group of rep resentative citizens of your com munity and ask them this quest ion: What do you most desire for yourself and your community? I think the answer would be. free dom from disease, which would mean good health for each indi vidual and good health for the community. This community in which people live is no healthier than the peo ple who live in it. This has been true in the past, and it is true to day. There can be no isolationism in the field of health and, today, with rapid means of communica tion and travel, it is difficult to is olate an individual and it is more difficult to isolate a community. Full Time Program The fight against infectious and communicable diseases is a task for each individual in the com munity and the combined popula tion of the community. The all inclusive objective of any sound program for the prevention of communicable diseases, and the eventual eradication of them, de pends upon six well defined ac tivities for which the health de partment, local governments, individuals, and groups of indi viduals, and groups of individuals are responsible. 1. It is the duty and responsibil ity of the health department to provide and make available to all the people the best and most mod ern means of preventing and con trolling communicable diseases by the administration of vaccines and sera and the application of other preventive measures. 2. It is the duty and responsi bility of local governments of in corporated towns to provide water and sewerage facilities for all its citizens not 50 percent or 90 percent part of the time because of water cut off for non-payment of dues but to 100 percent all the time. 3. Occupants of each home have (Continued on Page 8) In situations where leases had expired on or before April 1, 1948, a “reasonable time” has been al lowed for filing reports because landlords in some areas were not familiar with a provision of the new law requiring such reports by April 16, and because of delay in printing the new forms, (D-96) he explained. The Area Rent Director also cautioned landlords that the new leases to secure or exhaust the 15 percent increase provision of the law must be filed with his office within 15 days of execution.
