Poor service has grown to worse service, and today the pepole of the town never know at what moment they will be with out power and lights. Every home and every business where power or lights are used is affected by the poor quality of the current furnished by this company. Take Davenport Col lege as one case. Heretofore the college has maintained a large study hall where the students have been re quired to assemble, following the upper hour, for study. This term ! the college has been forced to dis continue this work because of the lighting current that is being sup-1 plied. Another instance is that of j the News-Topic office, where current j sufficient to pull a one-and-a-half- j horse motor at the same time a lino type is in operation cannot be se- ' cured. These facts have been called to the attention of the management of the Citizens' Light and Power Com- 1 pany. The answer in every case has been relatively the same "It's up at the dam." This reference, "It's up at the dam," passed the cause of the trouble to the Buffalo Power Company, whose plant furnishes power to the Citizens' Light and Power Company. The people of Lenoir have no con tract with the Buffalo Power Com pany. Their contract is with the Cit izens' Light and Power Company, which, in turn, has contracted with the Buffalo Power Company to fur nish it with power, and it then dis tributes it to their customesr. The Citizens' Light and Power Company is responsible to its customers, and no other person or company is re sponsible. The franchise- given by the town of Lenoir to the Citizens' Light and Power Company calls for continuous current. If at any time the Buffalo plant fails because of accident, ma chinery troubles or low water, then the Citizens' Light and Power Com pany is supposed to start up its local steam plant to supply this continuous current. In the enforcement of the provis ions of this franchise the town com missioners, especially the light com mittee of the board, have failed in their duty. They have allowed this condition to exist and grow worse as time went by. The invariable excuse of the man agement of the Citizens' Light and Power Company when any mention of -the local plant is made is that there is no coal. The excuse is ab surd. The cotton mills here have been able to secure coal to run on for the past several years. A power plant is on the government's priority Mst ahead of cotton mills. Coal ! could have been secured during any of the past months if it had been wanted and any effort had been ex pended. The trouble seems to be that the Citizens' Light and Power Company does not want to or cannot operate their coal plant The power generated by steam costs more than the power bought from the Buffalo Power Company. The management of the Citizens' Light and Power Company seemingly does not feel under any obligations to its custom ers who have, put in motors for oper ating machinery, or to the town of Lenoir r the people of Lenoir.
