WILL ALLOW THE COUNTIES TO
FINANCE ROADS
The council of state has approved
the plan of the State highway com
mission to allow the counties to
finance road work in addition to the
$10,000,000 the State will spend
during the year beginning June 1.
The resolution of the highway com
mission says: "Resolved, that his ex
cellency, the governor, and the coun
cil of state be and are hereby re
quested to permit the State highway
commission to spend, during the year
beginning June 1, 1921, the sum of
ten million dollars in the construc
tion of the state highways as pro
vided by law in addition to the sums
of money that may be furnished by
the several counties to aid in the con
struction of certain portions of said
highway system."
Money advanced by the counties
for this purpose is to be repaid by the
State later in installments or as the
highway commission thinks just and
equitable. The money advanced by
the counties is not to be considered
a part of the ten millions which the
1921 legislature authorized to be
spent annually.
Gov. Morrison and the council of
state endorsed the plan of the com
mission with the proviso that "the
total amount of the obligations of
the State incurred do not exceed fifty
million"
By this plan the commission will be
able to go ahead with road work that
could not have been financed solely
by the State.

jury returned "no bills" in 172 cases.

VOLSTEAD BEER BILL IS AP
PROVED BY COMMITTEE
The Volstead bill, designed to pre
vent the use of medical beer, was
agreed upon by the House judiciary
committee, which will report it to the
House with a request for its imme
diate passage.
Prohibition leaders declared there
were votes enough to put it through
before the bureau of internal revenue
could make effective proposed reg
ulations by which beer could be pre
scribed for the ailing under a ruling
of former Attorney General Palmer.
Although the measure as a whole
would make the prohibition enforce
ment act more drastic, representa
tives of the drug and flavoring ex
tract trades won their fight against
a section requiring the medicating or
denaturing of alcohol prior to its
withdrawal from warehouses and dis
tilleries for manufacturing purposes.
INCREASES FOR TELEPHONES
IN THIS STATE
The Corporation commission last
Friday handed down its opinion in
the petition of the Southern Bell
Telephone case increasing the rates
for residence phones 25 cents for
ach phone and allowing a 10 per cent
increase for business phones providea
the increase for the business phones
shall not be less than 25 cents and
not more than 50 cents.

The Second Reduction in Eight
Months Is Announced
by the Factory
For the second time since last fall
a reduction in the prices of all Hud
son and Essex models is announced
by the factory at Detroit.
The new prices, effective )une z.
give a further reduction oi $inu to
each model. Last fall the cut on
Hudson Super-Six cars ranged from
$200 to $450, and this latest lower
ing makes a total reduction of $350
to $600 in only a little over eight
months.
On Essex the reduction last fall
was $200 on all models. To this the
latest reduction of $150 makes a to
tal of $350 on each model.

CIGARETTE EXPLODES DYNA
MITE CAPS IN POCKET
When Carl Newman, 15, of Ports
mouth, Ohio, attempted to throw a
lighted cigarette away it lodged in
his pocket with a number of dyna
mite caps and exploded them. The
lad was virtually blown to pieces and
six companions more or less seriously
injured. One boy lost a log.
