Manila, July 17.The condi tions of the ceneorship haye been steadily growing worse since the be- gining of the insurrection and have finally reached a climax A meet ing was held a month ago of ail the staff correspondents of American newspapers stationed at Manila and a telegram was drafted presenting the situation according to the con- census of the best opinion and was submitted to ttenerai Otis. 4 The General was angry. He summoned the correspondents and threatened to trv them a11 v court-martial on the telegram accused him of lying. This the correspondents disavowed and modified the language of the message, but General otis refused to pass the telegram, which is now sent to Hong Kong for transmission. .1 1 r-n 1 uenerai utis onerea to improye the conditions of the censarship and appoint a new censor, but the corre spondents explained that their com plaint was against the system, not against the censor. Otis asked the 1 correspondents to submit the changes in the system which they deemed essential. A final meeting of the coirespon. dents was held today and General Otis was informed the following message would be sent to Hong Kong : the statement: The undersigned, comprising the entire staff of correspondents of American Newspapers at Manila, unte jn the following statement :- , . i "We believe that, owing to official dispatches from Manila made public in Washington, the people of the U. S. have reseived an incorrect impres sion of the situation in the Philip pines, and that these dispatches pre sent an ultra-op timistic view which is not shared by the general officers in the field. We believe that these dispatches incorrectly represent the existing conditions among the Fili- Din oa in respect to the internal r dissensions and demoralization resu I tant from the American campaign and the brigand like character of the army. It is believed that these dis patches err in the declaration , that the situation is well in hand and in the assumption that the insurrection will be 1 speedily; ended without a greatly increased, force. 'We think' that the tenacity of the Filipinos' purpose is undtr estimated, and that the statements that the volunteers are willing to serve further are unfounded. , The censorship has compelled us to parti cipate in ( this misrepresentation by excising or: altering incontroverted! statements of the facts on the pita, i . ! , !
