today talked about enforcement acts
lor the 14th and l5th amendments tp
the constitution, of the United States.
It -will be recalled that Mr. Dyer in
1923 introduced his. anti-lynchii)g bill
which passed the Lower House of
Congress, by a tworto-one vote. It
went to the Senate and while the ma
jority of the Senate was in favor of

states charged with enforcing these
