SATURDAY, JULY l, 1911 DEPENDENT UPON THE TONE OF THE ELECTORATE There .is today an increasing and ever expanding movement toward compact and concentrat ed forms of city government, with swift and direct responsi bility of officials to the people, all of which has come about be cause of the successful trial ot modern methods. C ommission government, which five's large powers to a small l)od of nun and makes them di rectly and immediately answer able lor their acts, will be tried increasingly among American cities in the next decade. It is no panacea for every ill. nor due- such a no-trum exist any where. I'.ut the feature of the recall sxsteni, ue believe i too radical. Like most radical ism 111 government, it has a side which may bring unfortu nate results. The easiness with which a recall election may be se cured invites ;ibu--e. W here parties are closely matched, the "outs" can seize ami exploit the recall as a handv pretext for giving their candidate another chance. Here it depends upon the temper and tone of the elctorate. The recall can rise no higher than its si'iirce: it is not magicallv im mune from di:onioii or abuse: it will be useful or the contrary according to the character of the ci mmunit v. .V', SOUTH'S SACRIFICE FOR GOOD OF NATION s-peaking of the advertisement of the outh through the "Hack I Ionic" movement, there is a rea son win it will lie effective, l-'or generations the South has been sending her sons and daughters into tlu- other three corners of tin nation, there to make their homes, and contribute not onlv to tin- upbuilding ot those re gions. l,nt to inject into these sec tions the best blood and the highest ideals of our civilization. W e of the South mac now distin guish in this movement which ha so long show 11 no compensa ting features, the hand of a wise providence. Let us believe that first of all the South has been permitted to remain undefiled by foreign immigration and strange ideals that it might preserve throughout the years those fun damental principles upon which our nation was established and -end out into the new civilization of the west men whose ideals were formed ill a section where the home is sacred and the relig ion of the Father is founded on the simple faith in the word of flod. Such men have gone out from the South and their blood, their courage, and their ideals, have been saving graces that have had their influence through out the nation. Let us believe, we say, that this Iijls been part of the Smith's mission in the years that have down. Let us 1iope the South's sacrice lias been for the good of our nation. Today.thc west has been devel oped. 1nat wonderful region in w hich sail Americans take a pride lias come into its own, while the South, through her contribution of men to that section, suffers we may truthfully say from the loss of blood given to build up that region. Rut this stat of af fairs is not without its advantages if we but see them and take hold of the opportunities offered. No region of all this country has so many sons away from home. They crowd the west, but in' the heart of each there is the tender est affection and the most glow ing pride in the section that gave them -birth, i ' '' . ,:'(:) ti,Vy !'.::ui'l-t.r :, THE BIG ISSUE OF VARACITY Without comparison the cele brated Lorimer case now on has developed the varacily issue to a greater extent than any previous political trial of such importance and especially where United States Senators, Congressmen and Governors to say nothing . of the many common every day 1 millionaires, who have ligurcd in its proceedings. The absolute contradiction, of sworn testimony is an every day occurence. While the various allegations are denied with as much a systematic pro ceeding as a rapid tire arinv gun. and a desparagiug feature ot the j trial is that the Senate commit- j tee at the close ot each day's work of probing finds itself in a different port. The genius, industry and determination 0 f that titian Scotsman, Andrew Carnegie, were amply in evidence right at the out set. At twelve he wa a bobbin-boy at a dollar and a quarter a week in Pittsburgh; in the boiler room, at thirtcfln earning two dollars; deliv ering mexiiagea at fourteen, and learning telegraphy; an operator at sixteen, and in his early twenties a railroad superintendent with fifteen hundred a year. He smiled at difficulties, and rounded up every task he attempted. When asked now he established his foi tune, he replied: "By saving my money. I always put a little aside, and my revenue at all times exceeded my eipenses." To save is to have. The road to wealth is the road to the savings account in some good bank. It is the road that leads to com fort and competency. New interest begins July 1st. Wacbovia Lank & Trust Co. N. H. SILVER'S Great L5 Days iSale Begins SATURDAY.
