For the extension ami improve

and the feeble-minded.
For the recognition of the re
lation of alcoholism to disease, to
crime, to pauperism and to vice
and for the adoption of appro
priate preventive measures.
For the adoption of uniform
laws of the highest standards con
cerning marriage and divorce.
For the adoption of the uniform
law on vital statistics.
For the abolition of child labor
by the enactment of the uniform
child labor law.
For the enactment of school at
tendance laws, that the reproach
of the reatest degree of illiteracy
may ibe removed from our sec
tion.
For the suupression of prosti
tution.
for tiie solving ot the race
question in a spirit of helpfulness
to the negro and of equal justice
to both races.
For the closest co-operation be
tween the church and all society
agencies for the securing of these
results.
Ninety-six of the leading think
ers and social workers of this
country will be present during
the session of this congress, and
a presentation an dexchange of
their ideas will prove of great
benefit. No one individual knows
it all, but each can contribute
something to the various pro
blems and the aggregate' will be
a valuable asset.
QUESTION OF WORRY
The turtle never worries.
He lives, it is' said, in some
parts of the earth, for a thou
sand years, or very nearly that
long, and maybe longer.
That may be a good thing for
the turtle. His only discovered
purpose is to continue to exist.
But animals that worry (Live
more in a minute than the turtle
does in his thousand years.
"Worry kills," they say. If it

stimulates the qualities which
are life, and in the degree that

wearing out, which is death,
But what man would want to
live the life of a turtle? If there
ibe any, he has nothing in him
that anybody can respect. There
is nothing in him that he can

He might tolerate himself. He
could tolerate anything. Tolera
tion would be his great graft.
You could spit on him, and
he would smile back. You could
kick him, and he would draw
more closely within himself and
sav nothmsr. All he wants is to
live.
But the successful man wants
to worry, and he does. Worry is
the best expression of mental
activity. It is the reflection of
dissatisfaction with one's short
comings or conditions. It is the
first incentive to improvement.
It is the first stqp toward re
solve and effort.
Worrying over tritles is fool
ish. Worrying other people
with your worries is pernicious.
You can make life miserable for
voursclf with the one. and for
everybody who knows you with
the other.
But don't be a turtle!

duties and authority conferred
upon the said City Council in the
Charter of the said City, an elec
tion in said City is hereby called
to be held on the I uesdav alter
the first Monday of May, 1913
The same being the 6th day of
Mav, 101 1. for the purpose of
electing a Mayor and eight Com
missioners. two to be elected
from each of the four wards.
RESOLVED FURTHER
That for the purpose of holding
said election, a new registration
is hereby ordered by the said City
Council, and each registrar shall
be furnished with new registra
tion books, and the following per
sons are hereby apopinted reg?s
trars from the various wards of
the said city, to-wit :

Said City," etc. ratified on the
1st day of March, 1913, an elec
tion in said city is hereby called
to be held on Tuesday after the
first Monday in May, one thou
sand nine hundred and thirteen
the same being the 6th day of
May, 1913, for the purpose of
submitting to the quali'ied voters
of said city, the question of issu
ing bonds of the par value of One
Hundred Thousand Dollars
($100,000) for the following pur-
purposes, to-wit: Fifty Thou
sand Dollars (50,000) for a new
public school building or-buildings,
and additions to the pres
ent buildings and school equip
nvent at which said election
those favoring the issuance of
said bonds shall vote a ballot
with the words, "For School
Building Bonds,"' and those
against the issuance of said
bonds shall vote a ballot with
the words, "Against Schoo!
Building Bonds," and Fifty
Thousand Dollars for building
and equipping a water storage
reservoir within the city limits,
together with all necessary
pumps connection and equip
ment, and for the extension and
improvement of the present wa
ter and sewerage system of said
City, at which said election,
those favoring the issuance of
said bonds shall vote a ballot
with the words, "For Water
Works and Sewerage Extension
Bonds," and those against the is
suance of said bonds shall vote a
ballot 'with the words, "Against
ater W orks and Sewerage Ex
tension Bonds."
