A nti -.Mormon Legislation. The Edmunds JBill designed to suppress Mormon polygamy has proved to bo a mischievous ji'iece of legislation. The Utah commission ers appointed under its provisions report that polygamy is more open ly and defiantly preached than ever before, and that plural marriages are increasing in number. Matters are so managed that it is imjiossible to prove a plural marriage unless one of the wives is a witness. The most disheartening feature of the situation is that the unfortunate vic tims of polygamy are so fanatical, that they do all they can to save their Mormon husbands from the punishments nieled out by the law. At the last election for Congress the Mormon candidate got 21,1.30 votes, and the Anti-Mormon candi date only li.iiir.. Kussiuu Justice. The question has often been ask led whether in Russia men receive impartial justice or not. I shall mention two cases which came ; under my own observation. The landlord of my house entered an ac tion to recover the sam of $2,000 ow ed lor goods to tnat amount de livered. Both parties bribed the judge, but the landlord was the most lavish, and he affirmed that ho paid $750, after t he decision in h;-' favor, on condition that he receiver the other ,&1,250; his offer was ac cepted aud he paid the amount after waiting two years for his. money. An Austrian gentleman was robbed at a hotel where he was stopping of property to a considerable amount The servants were all examined by the police and one was selected us the probable thief. The hotel pro prietor well knew the honesty of this man and gave him a character w hich would have exonerated him from the charge. But no, the police determined that he was tho thief, and actually flogged him to the com fortable number of 300 lashes. Scar cely was this received before the true thief was discovered to be quite another person; the poor servant, instead of being consoled for the severe flagellation he had received, was sent out of the city in order that the bnsiness might be for gotten.
