I SEIATDB 11 AM PTOS'S BILL. Senator Hamptoj, of South C'aro Una, his introduced a bill in the Senate of the United States pro hibiting Senators and Iiepresenta tives of the Congress of the Unite! States from recommending or soli citing appoiutmenU oi any jierson to an ofllce under the government of the United sJtate. The object of thi biil is to force all appointments through the Civil Service Commiasion. Senator Hampton certainly overlooks the fact that honesty and integrity of character is, or should lie the first requisite qualification of a man rec ommended for orlice, and that no one at Washington is better pre pared to judge of this thau the Rep resentative of the district where the applicant resides. Comietency is also essential, it is true, but it is secondary to the other qualifica tion. The shrewdest and most cor rapt rascal in the country can pass the civil service examination, but it would be difllcult for such a one to obtaiu a recommendation from an honest Representative. We sympathize with Congress men who are vesed aud troubled with office seekers, but this is a part of the service they render for a o,000 oflice. It is their duty to see that none but gixnl, honest. capable men, friendly to the admin istration, are apxiuted to office. Thev must understand that to be elected to Congress means work and responsibility. They ought not to shift it off ou civil service com missioners. A SODEK BODY. The discussion of rules in the Senate of the United States a few days ago brought out the fact that Senator Fuyk's man Pom Maine, who has charge of the Senate res taurant where Senators repair for refreshments when the sessions are prolonged, furnishes some curious names for whiskey with his bill of fare.
