Against tin lution, declaring it the duty ate to refuse coulirniutior..s raised the point that it changed the rule of the Senate, and was not iu order. The President vr t;nporc overruled the point of order and Mid Iray appealed from his decision. Mr. Morgan, inferring from some re marks of Mr. Edmunds that he held the Senate to have the .ight to imprison the Attorney leneral for refusing to answer the demand made on him in this resolu tion, inquired of Mr. Edmunds whether that inference was correct'.' Mr. Edmunds replied that he was bound to say. for the progress of consti tutional liberty and la w . that if any ofii c r of the 1 "nited States except the Presi dent i about which he would not go into ii d iscussion now ) was lawfully bound to answer the demand of either House of Conirress. and that if he failed, he could be punished for contempt. Mr. Morgan The Senator has stated in his replication that the Attorney ( ieneral is lawfully bound to obey this order. Mr. Edmunds Most undoubtedly. Mr. Morgan said that the Senate had a right to call him before it on this is sue, and imprison him for contempt if he did not produce the papers. That yvas the doctrine that the Senate pro posed to assert, though it had been carefully concealed. Mr. Cray's appeal was laid on the table. Mr. Thrown moved to amend by strik ing out the third resolution altogether. The motion was agreed to. A vote being taken on the third reso lution it was agreed to yeas 30, nays 29: Messrs. Mitchell, of Oregon, Riddle berger and YariWyck voting ;with the Democrats. The fourth resolution, condemning the discharge of ex-Union soldiers and the putting in their places of men who had rendered uo millitary service for the Government, was then voted on and agreed to yeas 5(i, nays 1 (Morgan.) Before that resolution came to a vote Senator Butler said if he had time he could demonstrate that the Republican party had violated the law relating to soldiers ten times while the present Ad ministration "had not departed from it once. Mr. Morgan offered a resolution de claring that nothing in the resolutions already adopted was to be construed as declaring that the conduct of the Attor ney General rendered him liable to im peachment, and that the Senate dis claimed the right or power to punish hitn by imprisonment or otherwise other than by impeachment for the offense charged against him in the resolution On Mr. Edmunds' motion this resolu tion was laid on the table yeas "3, nays 20. At 'J:l!0 ihe Senate adjourned till Monday. H'lVHK Mr. Marnier, of Pa., present ed a memorial of citizens of the United States in favor of a system of postotfice savings banks. Referred. Senate March 27. Not in session. House. Culberson announced him self in favor of fair play and fair deal ing with silver. He was a friend of sil ver and in favor of placing it on the same plane with gold in regard to coin age, and making it a full, unqualified. debt-paying power. Long, of Mass., as a bi-metallist, was epposed to the continuance of the pres ent policy of the coinage of silver, in definite and unlimited in time, and, therefore, in an amount which, unlesg we check or set some limit to it, will as surely excurrencize or expatriate gold as tlie sum w ill rise tomorrow. Dargan, of S. C, declared that the so called friends of 6ilver held the light of experience in contempt, and held that those who differed with their views w ere enemies not only of the whole counnr, but of the whole human race. They had been loud in their denuncia tions, and had included in these denun ciations the President and the Secretary of tho Treasury, but all that they had done had been to send forth an empty blast of words. They had been fierce ia tongue but gentle in action. It was now proposed to permit the free coinage of silver whilo the undeniable fact was that, having been fully and fairly tried in this country and Europe, free coin age and Li-metaJlism had always been aud always would be a complete fail ure. Whitney, of Mass.. advocated a sus pension of silver coinage. Love. of Delaware, presented an argu ment in favor of the Bland law. Haskell, of Kentucky, said that the people had spoken in no uncertain voice against the suspension of silver coinage, aud the question was whether Congress their servant should head their voice or legislata in the interest of those who are seeking to enrich themselves at the expense of the working class. J. M. Taylor, of Tennessee, briefly favored free coinage. At a Ji p.m. the house adjourned. The River and Harbor Hill a- Com pleted by the House. Washington. March 27.
