Occasionally Northern gentlemen come this way an i stop long enough to get acquainted with our city and its surroundings, an i to get a fair idea of what business we are doing, and of ur prospects for greater development. Col. B. S. Pardee, of New Haven. Conn., is not a stranger to New Berne or its people. In fact he resided her for some time in 1 Sf J . when unfortun ately most of the men of middle age who are now our active and mlluential citizens were away from home attend ing to very urgent business. Before they finished it and returned to this city, the Colonel had gone North. I'arlv in lSi. he came back to look about a little, and w as so well pleased that he spent several weeks in this vicinity, and sent quite a number of letters to the New Haven '.l'.' i Zii.ei and other New F.ngland papers d esenpt ive of this sec tion of North Carolina, its natural ad vantages and resources, and its bu-ine-s both present and prospective. Tlu.-e letters were written with fnendiv in tent, and with a candor that disarmed criticism. Some of these were exten sively copied and douttles gave t many persons a favorable lmpres.-i n of this art of the State. The brief account given by L'ol. Par dee of hi; two weeks t"ur in Jones and Unslow counties, and the practical sug gestions he made as a result of his ob servations are remembered with in terest by many of our business men. at whoeo request, voiced by the President and several prominent members of the Cotton Exchange he met a represent!! tive body of cur cit;.- r.s yesterday eve niag at the Exchange, and spoke in an informal way of many matters of gen eral interest. The com mittee asks to be discharged from further consideration of the subject. Mr. Taulbee moved the resolution be aluptcd. He thought the statement of the Acting Secretarv could not be con--tni' d 50 as to mean that substitutes were appointed only when permanent employees were absent on account of sickr.es. Such statement, to his per sonal knowledge, would be unwarrant ed. The practice was abuse of public power, and abuse of the civil service law. That law was a piece of hypoc risy: it had been conceived in sin and brought forth in iniquity. It had been conceived in tho mind of Mr. Eaton, who had afterwards made more money out of it than any other man. A cat's paw had been made out of Senator Pen dleton, from whom, previous to his con nection with this law, he (Taulbee) had ir,' as tne createst admiration, but who. ar as through this connection with that ob 1 r i .0 noxious law. had been relegated to that :r. wo obscurity in which no man would envy him. But while it was a bad law the e 1 f Government was committed to it, and use of I while it could not be repealed it should P be respected and lived up to. Mr. Findlay advocated reiection of the resolution, not that he was in favor of indiscriminate substitutes, but be cause he could conceive of instances when a refusal to permit a permanent employee in time of sickness to employ u substitute wouia worst great nardsnip Peaking generally on the civil service law ne favored 118 enforcements, both 1 111 letter and spirit. He would like to ! fee evelT rogueturned out of office, and he would like to see the Administration put its strong heel on the neck of some men instead of elevating them to high places. He moved to lay the resolution on the table. The vote upon this motion was so close that some excitement and interest was manifested the clerk proceeded to call the roll, and at the conclusion of the call several changes were made thus reversing the result a number of times. As finally announced the vote stood yeas 114. nays 113. So the resolution was tabled. After reports had been made from several committees the floor was ac- J corded to the Committee on Territories and several bills passed of local interest only. The House then at 5:35 adjourned .
