' On the follow ing day they were again in joint session and Mr. llolman prom ised to notify me when they could give a hearing. The time passed on towards the close of the session and I was absent sick. They not wishing that the bill should die in committee, re ported it in mv absence and without giving me the further hearing 1 was promised, and 1 was in total ignorance of the action of the committee or of the House until 1 reached Ral eigh the 4th of March. Then 1 ascertained that the bill enme up on its second reading, and Mr. Chadwick had moved to amend, leaving the matter to the quali fied voters of the county, which was adopted and afterward re considered on motion of Mr. llolman. F"pon examination of House journal 1 find Mr. Out law moved to postpone and make special order for Monday night at Saao, ojth of March. Both of these gentlemen were my fjiends as 1 believe every Democratic member was. These gentlemen acted without solici tation on my part, but they both have my grateful thanks for their action on that occasion. The bill's coming up in my ab sence was not expected because 1 had not had the second hear ing before the committee. 1 have nothing to say against the committee, however, as the chairman, Mr. Holman. fully explained to me why the bill was reported in my absence, and at the proper time and place the person who caused it shall be exposed. The bill came up as the special order and with the result as slated. Was recommitted on mv motion. At noon, on Wednesday, I met at the Yarboro house a party from this county, who claimed to be there in'the interest of the bill, and he, like you, was opposed to submitting it to the people. I gave him two timely -and sufficient warnings that the bill should not become a law in its present shape, and unless a provision was made leaving it to the people to vote on I should defeat it. He, like you. (and his ideas may have been bor rowed), said tire bill would be pass ed over my head without amend ment. Alter the motion to recom mit prevailed, a proposition was made by this party to me to move to recousider the motion adopted to recommit; send forward my amendment and they should be adopted and the bill be put upon ita second reading that night. "Why did you not accept this proposition?" said the spider to the fly. I suppose I was not fool enough for the occasion, is about the shortest way to give a reason. Who made this proposition ;1 Was it one who held in the hollow of his hand a majority of the House to be disposed of ail libitum ? No. Was only three days in which to pass tour readings, so my motion to le comuiit must have been useless and the motion to postpone until1 Wednesday the ith of March, vir tually k illed t ho bill. As to the county 's credit, surely it must be good as to all new claims if, as is btated by the commissioners, that they paid over 1,000 on the old debt last year, Vou know there is a difference be tween old and new debts. The old debts most of which 's in judgment and transferred to the books of New Hanover, does not injure the present credit of the county, es pecially when the commissioners order every year that the tax, col lected each year shall be applied to the expenses of said year. The people will render their judgment in regard to this matter, and will know the truth before rendering. Know ye, "Creditor," that the Farmers' County Alliance has al ready passed a resolution of thanks to me lor the able and efficient dis charge of my duties as ltepre sentative of the county in the last Legislature. Now, if I have satis fied and gained the thanks of the fanner element of my constituents the odds are against you by at least a dozen to one. Now, in conclusion, I invito in vestigation of my record, and hope you will have sufficient decency lelt to "put up" or "shut up.'' lather prove what you allege or retract it. Buckland's old soldier horse, Barny, died at his (quarters in Fremont, U., at the age ol 37 years. Barney has a good soldier record, aud in consideration of this has received every care possible since the war. He was presented to Gen. Buckland when he went ont in command of the Seventy-second Ohio. At the battle of Shiloh, Sunday, April b", Barney was shot through the neck. He was also in the siege of Corinth and at Mem phis. He was sent home, and has been kept there ever since. When Gen. Sherman visited Cincinnati he said Barney was the only living war horse he knew of. He was buried with the honors of war, the Sons of Veterans firing a salute over his grave. Many old soldiers weie present.
