The Hare-and-Honnd chase that had been arranged for Christmas day took place at the appointed hour and it is generally acceded to hare been one of the finest ride ever witnessed. There were about thirty entrance, all youDg men, each of whom had been careful in the selection of hia hone in hope of bearing off the honors. After assembling at the railroad croeaing on Broad street, the rider were drawn up rn lina aad photo graphed, after which time waa called, and the bare, ia red jacket and cap, gracefully seated on a coal-black steed, rode out from the group and was given thirty seconds start. Bia gait was not fast, but steady, proving wisdom and experlenca on the part of the hare. Be koew what a hard ride lay before him and how eager he would be pur sued by the flying horsemen who were already pushing on aa rapidly as most of them could urge their animals. The trail led out of the city acrces Ids, fence, ditches, hill, and through marsh and wood. About three mile of tbe oourae hsd been covered by the bare when he wa halted try a shut gate at a croeaing on Trent road. Bare he was evenly over taken by Hecars. Holliater and Tiadale, putting the three on an equal footing for the balance of toe nae. excitement was now at a high pitch. A doxen or more riders were nearly up, having made considerable gain a through the delay mentioned. It waa alao noticeable that thoae who had favored their horses in the early part of the race were gradu ally near in g the front. About two mile were yet to be made. During the first there was little change, but in the latter mile the content had narrowed down to six horsemen, in cluding the hare, that stood much chance of winning. They were Meaare. Boward. the hare. Manly, Hollmter, Burros, Baagert and Tidile. The cloaing daah brought tire horsee of Boward and Manly neck and neck but on croaeing the home line Howard managed to force his horse a few feet ie the lead and was declared the lust out. When the entire bedj had arrived at tbe Oaks a refreshing lunch was served by Meears. That the law in its reference to 1 non residents as it exists, fhould be risidlv enforced. 2. Tuat a "culling" law should be ' paeaed by the Legislature requiring all oysters under the size of two inches from hinge to mouth, and not removed, under a penalty of fine, imprisonment, confiscation, or as the Legislature may enact, except oysters taken for planting in North Carolina. 3. That a license tax of S3 a ton nlet j should be required of all boats engaged in taking oysters from the natural beds, except boats owned by residents twelve months preceding tbe act, and taking oysters for sale to private persons 4. I hat an oyster police should be created to prevent the violation of the law, and oyster inspector appointed at each of the oyster centres, whose duty itehill be to inspect evtry boat bring ing oysters to the oy.'ttr establishments and see that they do not bring from tbe natural oyster beds, more than five per cent, of the oysters under the size prescrieed by law. The inspection to - be made in a'tub to be inspected io every 50 cr 10 tuts of meanuiemt-M j and a calculation of per ceuta;e to be made from such insprction. 5 That a eptcia.1 permanent 0)oter commission bhall bo appointed by the Legislature to examine and report upon the question at each session. 6. That owners of oyster establish ments now in full operation or such as may hereafter be established shall have the same rights and privileges as resi dents. We are of opinion that these pro visions would approximate justice to all parlies as far as possible. If the existing law in regard to non residents were rigidly enforced by such a police as the revenue derived from the license tax would justify, the benefits o: the oyBter industry would be held by citi zens of North Carolina- The culling provision with proper inspectors to supervise it would preserve aod enlarge the natural beds interminably, and would make tbe State's natural oyster beds equal in quality to the best 'oyster gardens ' A license tax of $2 Or 83 would furnish a prinoeiy revenue to the Stale and would not be regarded as exorbitant, while the resident boats would be exempt, and tbe life-long resident oyster men would be amply protected. The appointment of a special permanent oyster commission of citi xn of high chaaaoter and intelligence i demanded by the importance of the oyster industry. Tbe privilege of resi dents given to the oyster establishments is, we think, due to the business, when established in tbe State. Tbe oyster onnenee. factories and ehuckeries bring into our oyster centre a vast increase in population, put money in circulation, give an impulse to business, an animation to our enterprises, and benefit to every class of business tbtt entitles them to recognition by our hospitable and juft old State. An Ashevilie special to the Charles ton News and Courier, dated Christmas day, says: Dr. Karl Von Ruck, who has successfully run the Winyah Sani tarium here for tbe past year, returned from Berlin yesterday with a sufficient supply of Dr. Koch's lymph to last Ashevilie six months, and has made ar rangements to get it regularly here after. Me made tbe first injection yes terday, his patient being a South Caro lina lady who has been here some time under treatment for laryngitis. All the symptoms usual ia thij treatment developed themselves and the doctor is confident of favorable results. This is the first use of tbe new discovery south of New York Dr Von Ruck was a pupil of Dr. Koch about seven years ago, and every fac hty was atlorded him while in Berlin for etudying every phsse of the treatment. John Cowan, Justice of the Peace: the case having been removed from Mayer Fowler's Court on affidavit of defen dants through their couqslI, Mr. Mars den Bellamy. Investigation of the case before the magistrate bhowed that two citizens, Thursday evening about 6.30 o'clock, became involved in adiffijultyon Sout h Front, near Market street. Oue of them struck tne other several blows and broke a walking-cane over his head. The latter, leaving his aesailant stand ing on tbe street, met a policeman three or four minutes afterward and demanded that the officer arrest the man who had struck him. Tne police man accompanied the man back to the place where the difficulty had just occurred, and (according to tbo testi mony of several witnesses) told the mm who struck the blows to consider himself under arrest. The officer was asked if he had awarrant for tbe arrest and replied that it made no difference, and the citizen theu defied the effijer, and seized him by the collar of his coat at the throat. The officer or dered the citizen to release his crasp and drew his club as if to strike, when the club was seized by another citizen. While the parlies were scuf fling, another police officer came up and released the hold the citizen bad on the officer, and the citiz n and his friend submitted and agreed to accom pany the officers to police headquarters, where charges were entered against them for resisting an officer in tbe per formance of his duty. The police officer who first attempted to make the arrest made a statement a little at variance with the above details, claiming that be did not tell the citizen be was under arrest until he (tbe citizen) had defied him and seized him by the collar; that ha simply told the citizen that his arrest bad been demanded by the man assaulted. Tbe case was argued by Mr. Marsden Bellamy for defendants; that the police officer had exceeded his powers and had no right to attempt an arrest with out warrant; not being a witness of the affray or assault. And Mr. Du B. Cut lar, citv att rney, argued that the po lice officer was justified in his action and that it was his right and duty to make the arrest under tr e circum stances. Tbe building is reduced to a mere shell. Nearly all of the records of the Grand Lodge since its organization, more than a century ago. tbe paraphernalia, uniforms, records of individual lodges, costly banners, relics that cannot be replaced, and the fine library of the Grand Lodge were burned . The Masons stood sorrowfully about. among iham Grand Master Sbyrook. contemplating the wreck and ruin. The fine building, which had cost $430,000, was entireiy gutted. Insurance on the Masonic Temple aggregated E95 240; on furniture and fi. tings 83,000. The old U.S. court housebuilding. now vacant, has been secured as a tem porary home for the burned out Ma sonic bodies. The loss on the building is variously estimated from 850 000 to 8100,000, but the majority seem to think that rebuild ing can be done at the cost of about $30 000 A very large additional loss was on fixtures, in the shape of remark ably handaome carpets, furniture and historical relics. The Commandery rooms of tbe Templars in the top story were entirely destroyed, with contents involving a loss of 825 000, to which is added individual losses to the Templars f regalia, uniforms, eto. , aggregating 8100 000. Forepaugh lost every bit of scenert which belonged to him, and Gray & Stevens lost all of their scenery and other effects, except a small amount of olothing which was still in trunks. Tbe loss of Forepaugh is about 810,000. and of the traveling company about 820 0C0 as stated by one of the managers.
