To tbe forestry division of the North Carolina Exhibit at the World's Fair a' Chicago, has been assigned the task of preparing a monograph of the yellow pine (plnus mitis). That is, to prepare an exhibit of the yellow pine which will show it in the most complete manner in all its phases of develop ment, and in all its relations to the industries, making as complete and exhaustive a monograph of the spe cies as possible. This will become if 6ucceesful!y carried our, the center piece of ihe forestry display from this State, and will embrace i all that need be shown, so far as I the tree, lumber and its uses in I building and manufacturing are ; concerned. As yet the preparation of this exhibit, or monograph, has not : been allotted. What lumberman, woodworker or manufacturer would like to undertake the work? You must know, without any assurance from me, that it would give me great pleasure to do you a personal favor, but I am sure you cannot fail to see how embarrass ing, not to say hurtful, it wonld be for me to take part in a contest be tween friends over local positions. For this ieason 1 have refused to sigu petitions of friends residing in my own town, where I am supposed to be better informed as to the relative merits of the opposing applicants, and my judgment impels me to follow the same course towards applicants in other commni.i'ies who have honored me aiggestion that I might aid it seems to me this is tbe wiser course for ine to pursue, since, if I could be of any service iu this regard, the influence I am asked to employ is not personal but official. I have thought much, upon this subject during the past lew days, and it has occurred to me that oar Senators and Representatives in Congress would be much aided and relieved if some method could be devised by wuioh the county execu tive committees would investigate and in an official way decide con flicting claims arising in the distri bution of local patronage. These decisions would be nothing more than partisan recommendations, aud would be given by our Repres entatives only such weight as this sanction would naturally impart to them, Likewise the State and dis trict committees might act in cases which would naturally fall nnder their respective jurisdictions. It is not unreasonable to suppose under such a system, patronage would be justly and meritoriously awarded; scandals and expensive, not to say in many cases unseemly, contests avoided or rendered less public. Our weak point as a party is lack of local organization, and this would produce a better and more perfect organization in the conn ties, ft would invest these com mittees with new and attractive functions and best and most active men in the party would not only seek place on them but would dis charge the duties imposed with a zeal and efficiency hitherto un known with us. With the strong Democratic sentiment among our people, fostered aud gmded by such an organziation as would be thus secured, the Democratic party would become invincible in North Carolina. I have always believed in the efficacy of organization, but my faith in it as a political factor has been greatly, almost immeasurably strengthened, by my recent experience. With safety, and I hope without immodesty, I can say our organiza tion in North Carolina is better than it has been; but it is still far short of what it should be, if we wish to be prepared to contend with such dangers to our party ascendency as those we have just successfully resisted. These are simply suggestions: crude, I admit, bat which I make after some, though not mature, reflections; and while I think them worthy of consideration and should like to have them discussed, I confess 1 am not wedded to their practicability or wisdom. I have written somewhat hurried ly and perhaps disconnectedly, but you will understand what I mean, and I am sure will appreciate my sifi'tion and the embarrassment 1 feel in the large number of requests of similar import to yours which 1 have received from friends lrom different portions of the State. l have great commence in your judgment and in your friend&hip, and I would estevm it a favor if you would consider what I have written, and leaving your own case out of consideration, give me your views in the premises.
