You know how much i depreciated the incorporation into the propos ed bill ot the income tai feature. In matters ot this kind, however, which do not violate a fixed and recognized Democratic dootrioe, we are 1 1 ling to defer to the judg ment ot a majority of our Demo cratic brethren. I think there is a general agreement that this is party duty. This is more palpably apparent when we realize that the business of our country timidly stands aDd watches for the result of onr efforts to perfect tariff legis lation, that a quick and certain re turn of prosperity waits npon a wise adjustment and that a confiding people 6ti!l trnet in our hands their prosperity and well-being. The Democracy of the land pleads most earnestly lor the Bpeedy comple tion of the tariff legislation which their represent itives have under taken; but they demand not less earnestly that no strec-s of necessity shall temjt those they trust to the abandonment of Democratic prin ciples. The report that war has been declared between China and Japan, is not yet con firmed; but China is preparing for war. Toe Chinese are believed to be blocking the northern passage of the Yaagtse Kif.ng, the great river of China. Incoming vessels are thus compelled to press nearer the Voo8ung fortress. Telegraphic communication with Pekin has oeeu stopped on account of the floods. Japan ha private ships in ad dition to the 16 already chartered from tho Wuesten-Kashisa Com pany. Japan has prohibited the de parture of the Yusen steamers. CHINESE TROOPS ORDERED TO COREA. Yokohama, July 21. It has been learned here that 12,000 Chinese troops have received orders to proceed with all possible dispatch to Corea. JAfAN'S DEMANDS UPON CoREA Washington, July 21. The announcement that Corea had con sented to the reform Jpan pro posed caused the oiiioi-.I- of the Japan legation here to express the hope tbat this would end the strain ed relations. The reforms desired included change in the system of taxation and the restrictions tbat now exist in trade. Tbe agricultural and mechanical interests in Corea are absolutely subject to the whim of local officials who have it in their power to make arbitrary regula tions tbat cause trouble. The fiscal methods of the coun try are said to need radical re forms. Japan does the banking business of the country and the government is frequently called upon to press the Coreans for money due the Japanese and which it is asserted should be easily call ected by the courts. The Japanese also want the Corean judiciary sys tem reformed, as under that now in vogue cruel and nnnsual punish ment is indicted and inquisitorial methods prevail. M ill Be Lynched ir Captured. Haoekstown, Md., July t2 . Mrs. Ella Watson, erass -vid- dow of John Watson, of Freder ick countv, was assaulted yes terday evening in a cornfield, near her home, about a mile from Hagerstown. Her assailant was an un known Irishman, who threaten ed to kill her if she made an outcrv. He heat her brutallv, and then accomplished his purpose Mrs. Watson's condi tion is critical.
