Madrid, March 1j Mr. Iannis Taylor, ilie Atn-r'can Miuister, today prest-n'ed the Minister for Foreign Atliirs a demand from his QoTerotneut fur an apology and reparation from the Government ol Spain on aecouut of the Alliance affair. Mp. Tay'or's action was based on the following dispatch (rom Mr. Gresham, dated VVashiDg toD. yesterdaj : "This Department is iD formed that on the 8: h Instant the United States Ma 1 Steamship AUianca, on her homeward voyage from Colon to New Yoik, when fix miles from the coast of Cuba, olf Cape May si, was repeatedly flred upon bya8pauish gun-boat, with rolid shot, which, fortunately, fell short . The windward passage where this occurred, ia tbe natural and usual highway for vessels plying between ports of tbe Caribean Sea. Through it several regnlar lines ofofJanuary American mail and commercial memery ot steamers pass weekly within eight of Cape Maysi. They are all well known and their voyage embraces uo Cuban port of call. Forcible interference with them canDOt be claimed as a belligerent act, whether they pass within three miles of the Cuban coast or not, and can, under no ciroumetaboes, be tolerated when no state of war exists. This Government will ex pect prompt disavowal of tbe unauthorized act and due express ion of regret on the part of Spain, and it must iDsist that immediate and positive orders be given to Spanish naval commanders not to interfere with legitimate American commerce passing through that channel, and prohibiting all acts wantonly imperiling life aud pro, , perty lawfully under tbe Hag of tbe United States. The Re corder will to-morrow publish the following difipatobesfrom Washing ton, D. C: "Spain has replied to Gresham's demand. A dispatch was received to night that, so fa' as it gqes, is entirely satisfactory to the United States. It is in response to the last part of Secretary Gnsham'd dis patch in yhtob he insists that im mediate and positive orders be given to Spanish naval command ers not .to interfere with tbe Jegiti mate American commerce passing through tbat ( Windward) channel, and prohibiting all acre wantonly imperiling life and property law. fully under the flag ol the United States." "That part of tbe despatch which refers to tbe Bring upon the AUi anca is reserved for future reply, after an investigation by Spain into the circumstances that surround it. "There is no doubt in the minds of tbe Presideat and Secretary of State that this will leoeive 'prompt diravovaj as an unauthorized act,' and that a 'daa expression ot regret on tbe part of Spain will be forth coming. "Secretary Gresham. commanioat ed tbe substance of Spain's response to the President as soon as it had been translated, bat be was unwilling to give it oa; for publication, "It is understood, however, tbat tbe despatch conveyed tbe informa tion that orders. had been Issued to tbe commanders of tbe Spanish men-of-war in, Cuban waters not to interfere with legitimate American commerce and to use every precau tion to avoid international complications by an e'lercise of undue zeal." New York, March 18. The following cablegram was received by tbe &ew York Times to-day from William (3. Whitney, ex Secretary of the Navy, ia reply to a message sent him by Charles li. Miller, editor of the Timet: "Naples, Mareb 8 Ia consider iujg whatsbould be done concerning tbe outrage perpetrated by the Spanish man-oi-wax in firirgon the AUianca, one fact should not be last sight of. It was deliberate. It' is certain no person in command of any ar vessel in the world would be ignorant of tbe fact that firing upon a merchant vessel of another power on the high seas io the time of peace would violate tbe law of nations. There isn't a subordinate oftcer of any man of-war in tbe world who has not been sufficiently instructed to know fhat. It is, therefore, a case of a wilful iusnj; to the American dag and people, I1 do not recall so wanton au insalt to a first class power in fifty years. An apology scarcely wipes oat such an effionr.
