At his death the whole country
was in deepest sorrow. European
nations sent messages of condolence

An Incident in tbe Financial Hiatory
of tho Confcdoratea Statea.
The success which the govern
ment has met in negotiating its re-
j een t loan, brings to niinii an mcia
! cut in the financial history of the
late Confederacy not generally
known, and which may be interest
ing and instructive to recall. In the
winter of lS'i'-biJ, the Confederate
Congress decided to place a loan of
ten millions of dollars on the Eur
opean market. The French fin
ancier who came over here to con
fer with the authorities at Rich
mond, Va., in the matter, strongly
urged upon Mr. Meminger, the
Secretary of the Treasury, and upon
the joint committee of the Congress,
the advisability of making the loan
one or two or five hundred mil
lions: stating that it would be en
tirely practicable to negotiate such
a loan: and gave as a reason that it
would be most desirable to get his
country ami other European States
financially interested in tho Con
federate cause.
As the payment of tho loan was
to be contingent upon the success of
the South, those thus financially in
terested could be expected to exert
an influence favorable to the Con
federacy, and might force tbeir re
spective governments to recognize
tlie independence of the Southern
States, ami lend them valuable aid,
as a means of securing the repay
ment of their raonev thus subscrib
ed. It appears that Secretary Mem
inger favored the suggestion of the
French banker, but the Congress
decided to adhere to its first deter
mination: and in February, 1803,
the loan was placed on the Paris
Bon rse.
When the result was announced
it astonished P'urope and convicted
the Confederate authorities of a
failure in statesmanship. Bids
amounting to more than four hun
dred millions of dollars were made.
It is idle now to speculate as to
what effect on the prosecution of
the war the investment of so large a
sum of money by the people of
France in the foitunes of the Con
federacy, would have had; but it is
entirely possible that tho Emperor,
Napoleon III., would have felt
obliged to recognize the political
authority of the Southern States,
when his countrymen evinced in a
wav so remarkable their supreme
confidence in the ability of the Con
federacy to obtain their independ
ence recognized by'one of the great
powers of Europe, and with four
hundred millions of dollars of gold
on hand for tbe purchase of ships
and other military supplies in the
spring of 18b.'i, the strategy of the
Gettysburg campaign might not
hive "been required, and the thous
ands of valuable lives sacrified from
that time on to Appromatox might
have been saved to the South.
