Associated Press he said:
'The Cuban army is now in better con
dition to resist the Spauiards and to 1
maintain th" liglit for inilependenco than
it has been since the beginning of the
war. (ieneral (iomez has a well-disciplined
army of about 40,000 men who arc
determined to hold out until their etforts
shall be crowned with victory. Our sol
diers are rapidly procuring arms, and
eveiy day serves to put them on a bettor
footing in this respect.

Our troopw enjoy a vast advantage over
the Spaniards in that they are not in
juriously affected by the climate. I may
say that I have not seen a case of yellow
fever or smallpox among the Cuban sol
diers since I have been on the island, and
that I have not been sick a day myself.
Furthermore, we have no dillieulty in
feeiHng our troops. In the portion of the
country in which the Cuban troops are in
control the farmers are protected, and
we draw our supplies from this source.
Our commissary is, therefore, regularly
renewed, and our supplies are received
in quantities quite sufticient to meet all
our wants."'

"All the talk about autonomy and of
Spanish reforms for Cuba is so much
breath wasted. There is not a man in
Ihp Cuban army who will agree to accept
anything short or absolute independence."
Captain Smith is an American. He
has boon in Cuba for a year and is an
o flicer in General Gomez's body guard.

The week ending Monday, June 7th,
has !een generally favorable thr Mighout
Xorth Carolina. Although the temper
ature is still comparatively low, on ac
count of cool nights, the warmer days
ami frequent showers this week have
caused perceptible growth in crops and
improved prospects generally. The rain
fall averaged about an inch for the State
It is still too dry over a few counties in
the northeast and extreme south por
tions. Cotton, though small, has good
stand, is fresh in appearance, and the
outlook for that crop is not discouraging.
The wheat and oats harvest has just
begun in southern counties, with tine
prospects. Considerable local damage
by hail occurred May 29th in eight coun
ties. Eastern District. The past week has
been generally favorable for all crops in
this section. While not up to the nor
mal, the weather was warmer, with tine
showers, causing a perceptible improve
ment in crops. It is is still dry in some
northeastern, and in a few southern,
counties. Crops, though small, are clear
of grass and growing nioelynow. Cotton
small, but good stand, and fresh looking;
lice have appeared at a few places. Corn
has gnnerally a bad stand, owing to dam
age by worn. R; in south portion some
farmers have corn waist higb. Tobacco
is doing better at the end of the week:
some plants reset early part of week died
out badly. Oats are rather poor; some
being cut in the south. The stand of
peanuts is fair to poor.
A severe hail storm occurred May 29th,
with considerable damage to crops over
limited portions of Rladen, Duplin and
Onslow counties.

with the late General Hancock, that the
tariff is a local issue, and. what is more
important, are xoting that way, as the
schedules are reached containing pro
tective duties upon products of their
states. The most notable instances of
this during the past week wore the Geor
gia Senators Bacon .and Clay , who
both supported the tail IT on lumber,
notwithstanding the appeals of such
leaders of their party as Senators Jones,
of Ark., and Vest, of Mo., to keep lum
ber on the free list. Senator R.acon qual
ified bis support by saying that he was
not a protectionist, but that the stern
necessities of the government required a
tariff, and a high tariff: but his col
league. Senator Clay, in what was his
maiden speech, declared himself emphat
ically against fn e trade and in favor of a
tariff sufiioiont to cany on the govern
ment economically administered, and of
the strictest i quality in levying this
tai iff. Of course neither gentleman said
anything about (Jeorgia being a large
lu in her-prod uoing state.
There is still more or less grumbling
about the tariff bill not being disposed of
fast enough hj- the Senate, but as a mat
ter of fact, it is doubtful whether there is
a single Senator who is not surpi ised at
the nrogrcss made on the bill. All recent
tariff records in the Senate have been
already broken, and no disposition hasj
been shown in any quarter to delay any
of the schedules by useless discussion,
and the Senators are living up to their
agreements not to make long speeches.
If this slate of affairs continues the bill
will in all liklihood become a law before
the lath of July. It will depend, how
ever, largely mlon the sugar schedule.
The Senate sugar schedule is regarded as
dead, and there are some ugly reports
about the intention of the sugar trust to
use its powerful influence to hang the
bill up as lontr as possible, if the House
schedule is put back.

unanimously reported the following
amendment to the bill: ''No laborer of

to this class of employes are hereby abro
gated." There is no doubt of the accept
ance of this amendment. Senator Pntoh

this amendment is as far as the Com
mittee has determined, but that other
exemptions will probably be recommen

that will submit two questions to a popu
lar vote at the Congressional election

no on the questions of whether this gov
ernment shall adopt the free coinage ol
silver and whether Senators shall hi

about the progress of peace negot iatians
at Constantinople. On one side the Sultan
is said to have adopted a most unyielding
attitude, and on the other hand he is de
clared to be showing a conciliatory dis
position and that the settlement of the
questions in dispute is only a matter of a
few days. The Associated Press, how
ever, learns that the Ambassadors at
Constantinople are hopeful that the ne
gotiations will be concluded in about a
week, in the sense of Turkey's acceptance
of the peace conditions proposed by the
powers.
There is now little doubt the Sultan
has decided to agree to the evacuation of
Thessaly, and the Turkish public is being
prepared for this step.
