The materials are abundant. n3 labor can bo easily secured at 'mall cost. Tue employment of a few thousand dollars in promoting several canneries, would lead to not onlr a good investment, but develop ."- others. " It is not always necessary to have gret industries built, etivolving " many thousands of dollars, in order "to build op a city, very often it is ,. the small industry that is the fore - . runner of the industrial prosperity of a city. V IMPORT S NT WEEFS WORK. t The Jane meeting of the board of County Commissioners, is always an important session, and this year it " is esuecially so. involving as it does matters of extreme importance to : CVcrj tax payer in Craven County. It is often imagined that the ofliee - ' of County Commissioner is largely ; j an ornamentative one, that the work " 13 small and the per diem received a ' - bagatelle. A position on the board, - or a careful attendance and exami- nation of the duties as performed by its members, wdt soon disabuse tine ; - of this idea. '. But of all the meetings of the year tho meeting this week, is ce of great labor for the commissioners, - i, and one that is reouiring extreme - care and attenti - Thi entire revision of the jury :. " list is part of the work, and one that required care, which the com- - misiioners of Craven have Leon es pecially attentive to. The election of a Hoard of Educa tion, making a tax levy for 1:T, two most important matters are re ceivinggood attention. -.,' To- ttc for the increase c f a ' school fax, and the issuing of briigr ; bonds, two questions of serious irn pot, are also before the oommis ' eioners, during this session. These besides the various minor matters which must receive atten tion and be acted upon, will show what the character of this dune meeting is. and how necessary it is for the people of Cravi-n county, that their affairs be placed for man agement under a wise guardianship and in the hands of men who shall intelligently and prudently conduct county affairs. That the a'.T.tirs of Craven county are in snch hands today, no one can doubt who will look at the person net of the board and carefully con sider their acts of administiation. The Jot'KV v i. r. as noted l.uese j acts individually and collectively, j and the entire toard of Commis-j eioners of C'r ven county are cm- j ducting the affairs of this county, as if they were the persona! business; affairs of each member, and the ; entire board as a company were1 transacting tho business of the mn - tj as co-partners. The residents of Craveu can rest assnrcil that every bill is severely scrutinized, and every expenditure Teccives a critical examination be fore it is acted upon, and it is a matter of congratulation to every house to commemorate its itiaun payer that is so j ration. The results of the .'ur.e meeting j A suitable celeiu-a:i..ti -f ti.coj ,n will of course be carefully watched ; ing of tho warehouse won'. 1 ."; (niv by every citizen of the oountv, and bo appr priate. but it w.-iihi i no doubt will receive the full ap-; advci tiseir.ent at.d tl:o tobacoo fa: m- approval of every one. for it can- not do qnestio.uea nut imn tue icisi- toss will b' tran acted :. v Cra en Countv's Commissioners with the sincere and honest purpose of .-o transacting this ims.ness, that it will res u 1 1 for tho good of the great- est number of the people ot the county, and no one oo.i! 1 a?k for more than this. A I FfllTTMATr OfTi WIIS1VI. In this day of low price-, small protits and severe competition in al lines of business, it would seem ini posoible for the old time optimist to have any place. ". optimism there can be no greatjat iainung and .".her p.-: ti.ms at: progress of a nation . However much thero may be to juell nn optimism that sees and .ongs for only '"tl'ish" and "boom times." by the cool, ev.-rv d iv cy nicism that can be found in alleom munitits, there is no necessity to give up all optimism, going to the ther eyeine and embracing a moody pessimism. Optimism is more necessary than pessimism, for material affairs can more eas ly go wrong, than they can be safely brought out light, and without a constant hope for "betUr luck-' uevt time tho unfortunate business man would not often rise from the ruins of his first failure. There is a legitimate optimism which ought to over prevail buth in the individual and in the communi ty: an optimism which recogni7.es mistakes but is not daiin ed by them, and in the community an op timism that behoves in its future and ever presents and keeps its side with its possibilities to the world, at tho same correcting as far as pos sible those local defects that demand correction. The success and progress of a city is in proportion to the legitimate optimism ot its peopie, for such an optimism has no part in "inllition movements" which lead to land .-razes and. emsequent failures, hat in the persistent improvement of its city, in securing to it the best sani tation, in keeping up its public works of all kinds preservation of good government securing new in dustries based upon substantial showings of what they can hud and work out in this kind of optimism, with manv more matters of material interest, every citizen of New Berne ought to inspired for they have am pie foundation to base a legitimate upon. This can bo cultivated and be come the means which shall lead to a greater New Bei ne socially, mor ally, i nteih etna! 1 v and materially. MAKE IT A C ALA DAY. The steady building of the To bacco Warehouse and tho near ap proach to the time when it will Lie comidctid ami nadvfor business, should not be forgotten by the mir enauts and citizens, and the oomph -tion f this warehouse and its occupancy ought to be suitably eele brated. The Tohaeco business which this warehouse will be the means of starling here, is r.ot a business which will bo confined to the pro motors of the warehouse project, in which they alone will bo benefitted, but :t is one by which every mer chant w;il see his trade increase, an 1 ore which will give a greatly increased money circulation in this city, for it will handle a product that is an exclusively cash ore.
